About the role
The Marlin Alliance, Inc. is seeking a motivated Export Analyst to join the Technical Analysis and Engineering Services (TA&ES) Directorate. This is a hybrid position based in San Diego, CA, combining on-site and remote work with a minimum of three days per week on-site.

Secret clearance, with TS/SCI preferred or ability to obtain TS/SCI.
Position Description
Serves as an Export Analyst in the Technical Analysis and Engineering Services (TA&ES) Directorate. Provides technical and engineering support to the Exportability Team and other teams within the TA&ES directorate. Supports the Government in developing and responding to program data calls, white papers, and requests for information from multiple sources. Maintains technical relationships with product vendors and DoD organizations involved in the acquisition, development, evaluation and testing of tactical SDRs and associated waveforms.
Duties and Responsibilities
- Security Analysis: Perform Cyber Resiliency analysis on candidate waveforms hosted on tactical Software Defined Radios (SDRs), ensuring that the security requirements of communications systems are met.
- Technical Support & Collaboration: Provide support for system security engineering, which requires a foundational understanding of cybersecurity, electronic protection, and technology protection. Support the implementation and documentation of the Risk Management Framework (RMF) process for tactical radio overlays. Participate in team meetings, technical reviews, and stakeholder engagements to provide cybersecurity insights.
- Documentation & Reporting: Assist in the development and review of technical white papers, presentations, and reports supporting Cyber Resiliency tasks. Contribute to weekly status reports and provide updates on assigned tasks to team leadership. Support the review and update of Security Team standard operating procedure (SOP) documents as required.
Education (desired)
- Defense Acquisition Level I (or higher) Engineering Certification
- Bachelor’s degree in Technical Discipline
- Master of Science degree from an accredited college or university in Engineering
Experience (desired)
- Software Defined Radio (SDR) engineering
- International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Direct Commercial Sales (DCS), and Foreign Disclosure (FD) principles
- Familiarity with Foreign Military Sales (FMS)
- Analyzing and reviewing industry License Applications, Commodity Jurisdiction determinations, and Technical Assistance Agreements for the export of DoD commodities
- Developing and drafting multinational agreements, including Memoranda of Understanding, Project Arrangements, and Terms of Reference to support DoD international objectives for coalition interoperability

Salary Range
$70,000 - $95,000
