Position Overview
The Executive Director of Human Resources oversees all aspects of human resources, including recruitment and retention, policy development, employee relations, benefits administration, training and development, and HR technology integration.
Key Responsibilities
- Develop and implement strategic human resource goals and objectives aligned with the College’s mission and strategic plan to enhance organizational effectiveness and service delivery.
- Oversee recruitment, selection, and retention strategies for all faculty and staff positions, ensuring compliance with federal, state, and local employment laws.
- Create, implement, and maintain human resources policies, procedures, and practices in compliance with College, University, and legal requirements, including Civil Service regulations and collective bargaining agreements.
- Advise directors, managers, and staff on employee relations matters, including performance management, disciplinary actions, and professional development.
- Develop programs to improve employee engagement and satisfaction.
- Direct and manage payroll, compensation, benefits, and time and leave processes, ensuring accuracy, compliance, and employee access to self-service systems.
- Lead the integration of technology into HR operations, including HRIS platforms (currently Oracle/PeopleSoft, transitioning to Workday), to enhance data integrity, operational efficiency, and customer service.
- Develop and deliver training programs for directors, managers, and staff on HR technology, policies, and best practices.
- Create professional development initiatives to strengthen organizational capacity.
- Prepare and analyze HR reports for College and University leadership, utilizing HRIS data and other resources to inform strategic planning and decision-making.
- Collaborate with Legal Affairs, the Office of Compliance, and other stakeholders to ensure adherence to federal, state, and local laws, as well as University policies.
- Support diversity, equity, and inclusion initiatives.
- Investigate and address workplace complaints and concerns, working closely with managers and exercising sound judgment to resolve issues effectively and equitably.
- Develop and manage the Office of Human Resources’ annual budget, aligning financial resources with strategic priorities and ensuring fiscal responsibility.
- Serve on internal and external committees, including Workplace Violence, Senior Leadership, and Support Staff Screening Committees, contributing to workforce planning, policy development, and institutional initiatives.
Qualifications
- All executive-level positions require, at minimum, a bachelor’s degree and eight (8) years of related professional experience.
- Demonstrated knowledge of human resources best practices, employment law, and regulatory compliance requirements.
- Strong leadership, analytical, and communication skills.
- Proficiency in HRIS systems, preferably Oracle/PeopleSoft.
- Master’s degree in human resources, Business Administration, or a related field preferred.
- SHRM certification or other relevant human resources certification preferred.
- Experience working in a unionized, higher education, or public sector environment preferred.
- Promised track record of implementing process improvements and leveraging technology to enhance HR functions.
