EXECUTIVE DIRECTOR FOR FACILITIES OPERATIONS

About the role

The Department of Social Services (DSS) is part of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA focuses on fighting poverty and income inequality by providing essential benefits like Food Assistance and Emergency Rental Assistance. DHS aims to prevent and address homelessness through various innovative strategies.

Responsibilities

  • Collaborate with First Assistant Deputy Commissioner on setting goals and policies for support services.
  • Formulate and implement policies and procedures. Interpret policy changes and assist in creating new operating instructions, systems, and methods.
  • Support the First Assistant Deputy Commissioner in overseeing collaborative efforts between all units within Facilities Operations. Track and monitor projects and assignments, maintaining timelines, and following up with Facility Operations staff and external parties.
  • Propose and implement strategies to enhance efficiency of internal procedures by analyzing and supporting the development of existing plans to align with agency goals, such as facilities planning and management.
  • Handle difficult and sensitive staff inquiries and complaints, assisting with resolutions and alternative recommendations.
  • Oversee the coordination between Building Management and Department of Property Management to ensure maintenance of 70+ leased and city-owned HRA locations, and meet programmatic space needs to avoid non-compliance with OSHA and potential OSHA fines.
  • Manage the Division of Property Management and collaborate with the Bureau of Space and Design to ensure purchases of furniture, the relinquishment of furniture and specialized equipment, and reasonable accommodations purchases comply with applicable city directives and policies.
  • Act as the First Assistant Deputy Commissioner's representative when unavailable.

Requirements

  • Eight years of full-time experience in construction, repair, alteration, or rehabilitation of multiple dwellings, commercial, industrial, or public buildings, with at least 18 months in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
  • Education and/or experience equivalent to the above, with a maximum of four years of accredited college education towards a baccalaureate degree in engineering, architecture, engineering technology, or a closely related field.

  • Excellent verbal and written communications and presentation skills.
  • Ability to read blueprints and working diagrams.
  • Knowledge of the City's applicable regulations and directives.
  • Ability to prioritize tasks and delegate when appropriate.
  • Proficient with Microsoft Office Suite or related software for maintaining reports, records, and budgets.
  • Competent in conflict and crisis management.
  • Critical thinker and problem solver.
  • Commitment to teamwork and an integrated approach to project delivery.
