Responsibilities
- Lead and oversee all Housing Choice Voucher Programs, including PBV, RAD-PBV, and Community-Based Rental Assistance
- Drive program compliance, operational performance, and strategic initiatives
- Collaborate with community partners, government agencies, and stakeholders
- Lead and develop high-performing teams focused on exceptional customer service
- Influence innovative housing solutions that improve lives across the community
Requirements
- Bachelor’s degree from an accredited college or university with a concentration in Business, Public Administration, or a closely related field
- Seven (7) years of increasingly responsible experience in administering a Housing Choice Voucher Program, property management, and/or low-income or affordable housing
- Three (3) years of supervisory experience
- The following Certifications must be obtained within eighteen (18) months of employment or other allowable period of hire as authorized by the Chief Operations Officer:
- Housing Choice Voucher Executive Management
- Occupancy Specialist
- Rent Calculation
- Enterprise Income Verification System (EIV)
- Fair Housing
- Eligibility Certification
- HCV Regulatory Management
- HCV Financial Management and Reporting
- HCV Housing Quality Standards
- HCV Eligibility
Qualifications
- Thorough knowledge of the principles, techniques and practices of subsidized housing management including organization, management, maintenance, and operation of subsidized units and Housing Choice Voucher Program
- Ability to exhibit strategic leadership, plan, direct, and supervise the work of others, to delegate responsibility and authority, and to hold subordinates accountable for tasks assigned
- Thorough knowledge of Housing Choice Voucher eligibility and rent calculation requirements, as required by HUD and Housing Quality Standard (HQS) Inspection Program
- Thorough knowledge of the principles, techniques, and practices of budget development and administration; financial planning, budget planning and analysis
- Strong interpersonal, oral, and written communication skills; the ability to effectively communicate and interact with individuals of varying social, cultural, economic, professional, and educational backgrounds
- Thorough knowledge of the modern principles, practices, and techniques of personnel management, training, and performance evaluation
- Thorough knowledge of procurement regulations
- Thorough knowledge of the modern principles, practices, and techniques of budgeting and generally accepted accounting principles
- Skill in addressing the public and other bodies and presenting information in a clear, organized, and convincing manner
- Ability to accurately and completely document in writing appropriate events and activities
- Ability to read and comprehend relatively complex material
- Ability to identify operational problems and develop effective solutions
- Ability to establish and maintain effective working relationships with subordinates, co-workers, and persons outside the Agency
- Ability to prepare clear and concise narrative and statistical reports and deal effectively with situations requiring tact and diplomacy, yet firmness
- Ability to operate appropriate Agency computer equipment and software packages
