Evaluation and Training
Provides Research, Evaluation, and Training project support in alignment with NPAIHB Strategic Plan
Evaluation Core
Designs, implements, and oversees work of an Evaluation Core that supports multiple programs, grants, and tribal partners
Effectively applies indigenous and culturally responsive evaluation frameworks while integrating multiple methods
Ensures responsible data governance practices
Supervises data collection, analysis, visualization, and reporting
Builds evaluation capacity among staff and tribal partners through coaching, tools, and training.
Develops Evaluation Core trainings and materials for Learning Management System (LMS)
Translates research findings and evaluation results into workforce development curricula, professional training modules, and community-facing education content
Applies adult learning principles, Indigenous pedagogies, and culturally-grounded instructional design
Ensures accessibility, usability, and continuous improvement of learning materials
Administrative and Reporting Functions
Affords assistance and support to the Evaluation Core team in the preparation and submission of all required project reports within the Research, Training, and Evaluation program of the NWTEC
Reviews project-related external contracts
Engages staff in the collection of pertinent data to meet reporting requirements
Assists and supports Evaluation Core team in budget expenditures through partnership with staff to ensure projects remain on budget and compliant with the funding requirements of granting agencies
Maintains well-organized filing systems for all assigned projects related required documentation and supporting records (both electronic and hard copy) in compliance with both NPAIHB and funding agency requirements, including securely archiving files as appropriate
Other Duties
Performs other duties as assigned by the Senior Evaluator, the Research, Evaluation, & Training Project Director, the NWTEC Division Director, and/or the Executive Director or designee
Qualifications
Education
- Minimum education required: Master’s Degree in Public Health, Evaluation Science, Social Sciences or related field
- Additional education preferred: PhD in Public Health, Evaluation Science, Social Sciences or related field
Experience
- Minimum experience required: At least Five (5) years of experience in research and evaluation development
- At least Two (2) years of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics
- Preparing written reports
- Additional experience preferred: Direct experience working with Northwest Tribes, Experience in managing multiple tribal service projects
Knowledge, Skills, and Abilities
- Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnership in the activities of the Research, Evaluation and Training work of the NWTEC
- Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs)
- Strong technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadline
- Excellent research and analysis skills
- Excellent interpersonal skills
- Must be sensitive to cross-cultural differences, and able to work effectively within their context
- Ability to work with minimal supervision, exercise initiative, and make independent decisions and recommendations
- Ability to make professional oral presentations in settings at the national, regional, and community levels, as well as in Tribal settings
- Ability to complete tasks in a timely and accurate manner
- Ability to travel frequently (approximately 15% of the time)
