About the Office of Innovation & Technology (OIT)

The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia, led by the Chief Information Officer (CIO). OIT oversees major information and communications technology initiatives to enhance the effectiveness of the City’s IT infrastructure, ensuring services are advanced, optimized, and responsive to the needs of businesses, residents, and visitors. Key responsibilities include:

  • Identifying effective approaches for implementing new technology directions across city government
  • Improving the value of technology assets and return on investments
  • Ensuring data security and continuity
  • Planning for operational continuity in the event of IT or communications disruptions
  • Supporting accountable, efficient, and effective government across all city departments, boards, commissions, and agencies

About the OPAL ERP and DW/BI Project

In partnership with the Office of the Chief Administrative Officer (CAO) and the Office of the Director of Finance, OIT is undertaking a major Citywide project to modernize core financial, grants, procurement, and supply chain business processes. The Optimize Procurement and Accounting Logistics Enterprise Resource Planning and Data Warehouse/Business Intelligence Tool (OPAL ERP and DW/BI) project will replace existing systems (e.g., FAMIS, ADPICS, ACIS, PHLContracts) to:

  • Reduce transaction processing time and effort
  • Improve access to information for reporting and analysis
  • Simplify onboarding for new employees in these functions

This is a permanent exempt position that will transition to maintenance and support after the 3-4 year project implementation.

Responsibilities

During Implementation:

  • Gather and document requirements for ERP data and reports
  • Prepare and test reporting configurations to validate design setup
  • Create and deploy business process and systems user procedures
  • Write and update technical specifications
  • Create new reports and retrofit existing reports
  • Meet delivery schedules
  • Execute and document unit test cases
  • Provide weekly tasks and reports to development leads

Post-Implementation:

  • Identify, resolve, and report ERP data and reporting issues
  • Document enhancement requests
  • Analyze, define, and design new release reporting functionality to meet business processes and requirements
  • Document business process revisions and application configuration training content
  • Create and deploy new processes and systems changes to end users
  • Participate in regression testing efforts
  • Optimize business reporting by identifying new processes or leveraging delivered systems functionality
  • Participate in break-fix and regression testing efforts

Requirements

  • Completion of a Bachelor’s or Master’s degree in information systems, computer engineering, or a related field, or equivalent experience
  • 3-5 years of experience with ERP systems, third-party applications, and related report development and deployment
  • Experience with implementing ERP and/or DW/BI solutions (strongly preferred)

Skills

  • Experience with Finance, Grants, Supply Chain (SCM), and Procurement business intelligence (BI) and data warehouse (DW) applications and report generation packages
  • Experience with query development, writing, and implementation
  • Strong problem-solving and analytical skills
  • Strong verbal and written communication skills, including the ability to create user and project security documentation and procedures clearly and concisely
  • Strong meeting facilitation and interviewing skills
  • Ability to work well with individuals at all levels within and outside the organization
  • Experience documenting business processes, writing functional specifications, creating test scripts, researching testing issues, and documenting user procedures

Pay

Salary Range: $80,000–$90,000 (cannot exceed $90,000).

Additional Information
