About the role

The City of Corona seeks an Environmental Compliance Coordinator to join the Public Works team. This role plays a crucial part in managing storm water activities and implementing the new Tri-County NPDES Permit.

Responsibilities

  • Perform storm water and non-storm water compliance inspections and field work in accordance with the City's Storm Water Ordinance and NPDES MS4 Permit.
  • Evaluate erosion and sediment control measures, inspect outdoor work and storage areas, vehicle and equipment fueling and maintenance, waste handling, delivery areas, and loading docks.
  • Inspect illicit and illegal connections to the City's storm/sewer drain systems, ensure compliance with construction standards, SWPPPs, and WQMPs.
  • Inspect material handling and construction of various treatment control BMPs during and post-construction.
  • Monitor and sample storm water and non-storm water runoff, keep project diaries, and update various databases.
  • Coordinate with other City departments and agencies on various capital improvement plan projects.

Requirements

  • Equivalent to an associate's degree in environmental science, biology, or closely related field and five years work-related experience in storm water management, or
  • A high school diploma and seven years experience in public works or environmental inspection with an emphasis in storm water compliance inspections.

Qualifications

  • Knowledge of City NPDES Ordinance and guidelines and regulations pertaining to local government operations, industrial storm water pollution prevention plans and BMPs for industrial facilities.
  • Knowledge of SWPPP goals and guidelines and regulations pertaining to local government operations, Federal Clean Water Act.
  • Knowledge of basic engineering concepts and practices and biological and chemical principals as related to water quality issues, sampling and laboratory methods, research techniques, public relations principles.
  • Knowledge of applicable federal, state and local laws, engineering plans, maps, legal descriptions, title reports, local ordinances and codes and department operating procedures.
  • Knowledge of methods, practices and procedures of mapping, drafting, specification development and other technical functions in support of a civil engineering office; permitting procedures; research techniques; Understanding of laws and ordinances governing land use, legal property descriptions and utility construction; engineering symbols and terminology; engineering mathematics; data entry and filing techniques.
  • Ability to operate a computer terminal and use geographic information systems, permitting, digital media and computer-aided design software as well as word processing, spreadsheet and graphics software; operate standard office equipment; prepare and update maps and engineering documents related to City infrastructure; prepare and maintain notes, reports, maps, specifications and descriptions; make mathematical computations; organize, file and maintain engineering records; organize and prioritize tasks to meet deadlines; establish and maintain effective working relationships with staff, developers/contractors, consultants, business representatives, and the general public.
  • A valid Class C California driver's license is required. Possession of, or the ability to obtain, technical certifications for Qualified SWPPP Practitioner (QSP) and one of the following: Certificate as a Professional in Storm Water Quality (CPSWQ), Professional in Erosion and Sediment Control (CPESC), Certified Erosion Sediment and Storm Water Inspector (CESSWI).
