About the Role

The Entitlements Manager supervises and directs all aspects of entitlements for new residential communities, requiring robust knowledge of municipal requirements and approval processes for entitlements, plans, and permits. This role coordinates with agencies, internal departments, and outside consultants to achieve community goals while ensuring zero-defect homes, cost management, and schedule adherence.

Responsibilities

  • Manages and directs all aspects of obtaining entitlements, plan approvals, and permits for new residential communities, including entitlement documents, tentative and final maps, and related approvals, as well as agency presentations.
  • Executes upon stringent community entitlement and development/construction schedules.
  • Coordinates and implements input from division executives regarding site and architectural design.
  • Obtains all required permits from local jurisdictions in support of land development and homebuilding operations.
  • Coordinates with architects, engineers, landscape architects, soils and environmental engineers, and other consultants in preparation of required development applications and approvals based on expert-level knowledge of approvals processes and requirements.
  • Manages entitlement contract work for services performed by outside consultants.
  • Assists in due diligence efforts for potential land acquisitions.
  • Provides support to the Operations Department.
  • Coordinates, schedules, and supervises the activities of consultants and trade partners to ensure necessary approvals and adherence to community schedules.
  • Acts as liaison between Lennar trade partners, consultants, and private, public, and quasi-public agencies for resolution and information exchange.
  • Assists in processing plans or required paperwork for agency approvals, permits, or release of bonds.
  • Performs all other duties as assigned.

Requirements

  • Minimum five (5) years of experience in community entitlement and homebuilding process; some public agency experience preferred.
  • High School Diploma or GED required; bachelor’s degree preferred in construction management, urban design, business, engineering, or related field (or equivalent years of experience).
  • Valid driver’s license.
  • Advanced skills in Microsoft Office Suite (e.g., Excel, PowerPoint, Word).
  • SmartSheet experience preferred.
  • Excellent analytical and writing capabilities.
  • Strong communication and interpersonal skills.
  • Ability to meet multiple deadlines concurrently.
  • Accepts constructive feedback and is a team player.

Physical & Office/Site Presence Requirements

  • Regular, in-person attendance at Company communities/job sites and offices during regular work hours is required.
  • Ability to work more than eight hours per day in confined quarters (e.g., construction trailer).
  • Ability to operate a motor vehicle, read plans, climb stairs and ladders, bend, stoop, reach, lift, and/or move equipment up to 50 pounds.
  • May require occasional operation of construction equipment.
  • Finger dexterity may be required to operate a computer keyboard and calculator.
