ENGINEERING TECHNICIAN (ELECTRICAL), GS-07/08/09/10/11 (92964)

Assists the Design Branch, Electrical Design Section engineering staff in the development of complex preliminary and final designs for various engineering features of local flood protection (including flood proofing), recreation, navigation, and flood control projects.

Responsibilities

• Develops comprehensive electrical drawings, material schedules, reports, and design data from sketches, notes, and verbal instructions provided by engineers.
• Operates Computer-Aided Drafting and Design (CADD) and 3D modeling software to create detailed design layouts, contract plans, and sections for electrical systems.
• Utilizes various software packages for file management, plot generation, and the creation of drawings for flood protection, navigation, and flood control projects.
• Assists in preparing technical studies and specifications, computes material quantity estimates, and maintains up-to-date records for the design section.
• Independently reviews contractor technical submittals to ensure they conform to contract requirements, specifications, and criteria.
• Performs periodic site and shop inspections to verify design details and ensure projects are constructed as designed; completes related correspondence and reports.

Requirements

• One-year probationary period may be required.
• Temporary Duty (TDY) or business travel requirement of 10% of the time.
• Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation.

• Must have or be able to obtain and maintain a valid state driver’s license.

Qualifications

For the GS-11 Level (Full Performance):

• At least one year of specialized experience equivalent to the GS-10 level.
• Specialized experience includes independently planning and executing a full range of technical support duties for complex electrical engineering projects, such as developing final design drawings, plans, and 3D models from initial concepts; performing independent reviews of complex contractor design submittals for contractual and technical compliance; and coordinating with engineers and contractors to resolve design conflicts and ensure project requirements are met.

For the GS-10 Level:

• At least one year of specialized experience equivalent to the GS-09 level.
• Specialized experience includes preparing complete electrical design drawings and plans for various engineering projects with minimal supervision; proficiency in using CADD and 3D modeling software to develop layouts from preliminary designs and engineering notes; and assisting in the review of contractor technical submittals and preparing associated technical documentation and quantity estimates.

For the GS-09 Level:

• At least one year of specialized experience equivalent to the GS-08 level.
• Specialized experience includes assisting senior technicians or engineers in preparing portions of electrical designs and plans for engineering projects and using CADD software to create drawings from sketches and notes, performing basic calculations, and checking technical documents against established standards.

For the GS-08 Level:

• At least one year of specialized experience equivalent to the GS-07 level.
• Specialized experience includes following specific instructions from senior technicians or engineers to make revisions to existing electrical drawings using CADD software; performing elementary calculations, compiling technical data from established sources, and assisting with the preparation of material lists for engineering projects.

For the GS-07 Level:

• At least one year of specialized experience equivalent to the GS-06 level.
• Specialized experience includes performing basic and routine technical tasks in support of engineering projects under close supervision, such as making corrections to drawings from red-line markups, maintaining project files and records, and locating technical reference materials for use by higher-level technicians or engineers.
• Alternatively, one full year of graduate-level education in a field directly related to the work of the position (e.g., Electrical Engineering Technology, Drafting and Design Technology, Electronics Technology) may substitute for experience.
• A combination of education and experience may also be used to qualify for this position.
