About the Role

Serves as Engineering Technician (Civil), responsible for overseeing the civil site design production of project features, alternative designs, contract plans, and specifications for major civil works engineering projects.

Responsibilities

  • Oversee the civil site design production of project features, alternative designs, contract plans and specifications, and engineering during construction for major civil works projects.
  • Direct the development of detail design and contract drawings as guided by applicable standards and criteria for dams, locks, and other water-related facilities.
  • Develop and lay out detailed design drawings, profiles, sections, elevations, general project plan sheets, and comprehensive referencing notes.
  • Prepare site layouts of proposed facilities, taking into consideration topography, locations of existing structures, availability of utilities, drainage, and soil.
  • Prepare quantity estimates to provide a reliable basis for comparing the economic features of various alternate engineering design schemes.
  • Check completed quantity estimates for accuracy and adequacy to verify that they conform to established engineering guidelines and project scope.
  • Develop computer-aided design and drafting (CADD) procedures, instructions, policies, and technical standards for the engineering section.
  • Apply computer applications, engineering software, and CADD systems to design, analyze, and communicate complex civil engineering layouts.

Requirements

  • One year of specialized experience equivalent to the GS-11 level.
  • U.S. Citizenship.
  • May be subject to a one-year probationary period.
  • Temporary Duty (TDY) or business travel may be required.
  • Appointment subject to suitability or fitness determination, including a background investigation.
  • Position is designated as Non-Sensitive (no access security clearance required).
  • Exempt from the Fair Labor Standards Act.
  • Direct deposit of pay is required.
  • Male applicants born after December 31, 1959, must be registered with Selective Service.

Qualifications

Specialized experience is defined as:

  • Coordinating with multidisciplinary engineering teams to oversee the civil site design, prepare design alternatives, and establish contract specifications for major civil works projects (e.g., dams, locks, flood control walls, and levees).
  • Developing and reviewing detailed engineering design packages, site layouts, and finished grading plans utilizing topographic, drainage, and soil properties data to ensure physical structures meet operational and functional requirements.
  • Preparing and verifying comprehensive quantity estimates and material takeoffs from construction drawings to provide a comparative economic analysis of alternative engineering design schemes.
  • Applying computer-aided design and drafting (CADD) systems, automated engineering software, and technical design standards to generate precise engineering layouts, general project plan sheets, and section profiles.
