About the role

Serves as an expert specialist in life-cycle Construction Contract Administration for the Little Rock District, Construction Division. Provides life-cycle construction contract administration recommendations, advice, guidance, information, and coordination as a key member of the Project Delivery Team.

Responsibilities

  • Reviews all documentation and correspondence developed in the field offices to ensure technical adequacy and conformance to policy and regulatory requirements.
  • Maintains frequent contact with project managers, resident engineers, project engineers, office engineers and other administrative personnel to provide advice, assistance and feedback.
  • Trains field and district personnel on modification and contract document review requirements as they relate to USACE automated systems.
  • Receives new contract documents and is responsible for set-up in various automated systems (e.g. Corps of Engineers Financial Management System (CEFMS), Resident Management System (RMS), Army Contract Writing System (ACWS), and Construction management Platform (CMP)).
  • Analyzes contract finances, contract clauses, contract payment provisions and contractor activities in order to initiate baseline data.
  • Monitors and enters contract administration data throughout the life of the contract.
  • Recommends appropriate solutions to resolve complex interrelated problems and issues uncovered between systems (like procurement codes or contract line items numbers) to Contracting, ACO, and/or field teams/Project Engineers.
  • Briefs recommendations as advisories after trouble shooting with technical services within various data systems to ensure consistency.
  • Troubleshoots often involves innovative methods and approaches as inputs in one system may correct issues or create new ones, resulting in additional analysis and revisiting previous inputs to ensure cohesive data in all systems.
  • You will utilize a variety of USACE automated systems (e.g. Corps of Engineers Financial (CEFMS), Resident Management System (RMS), Army Contract Writing System (ACWS), Construction Management Platform (CMP), and Contractor Performance Assessment Reporting System (CPARS)).
  • You will be working with various types of contracts, methods of contracting and funding, and inputting/cross-referencing information in various automated systems.
  • Assignments will involve construction contract labor-related documentation including certified payrolls, applications for payment, and overall budgeting.
  • You will identify factors affecting Contract Administration based on USACE business and industry practices.
  • You will be providing financial guidance to engineers and contract administrators who are negotiating construction modifications.

Requirements

  • One year of specialized experience which includes at least two (2) of the three (3) areas: 1) Providing funding advice on construction contract administration principles for life-cycle project management; 2) Utilizing automated systems to monitor contract finances, process payments, or track modifications; AND/OR 3) Assisting with the review of construction contract closeout documentation to ensure compliance with policies and regulations.
