About the role
This position will be responsible for providing technical leadership and oversight for our most complex infrastructure initiatives, including supervising Water System project engineers; providing technical guidance on wastewater treatment process engineering, regulatory advocacy, complex construction issues, risk management and dispute resolution; and serving as the technical lead for the design and construction of water reclamation facility expansions.
Responsibilities
- Manages, directs, and evaluates assigned staff.
- Develops and oversees employee work schedules to ensure adequate coverage and control.
- Compiles and reviews timesheets.
- Processes employee concerns and problems and counsels or disciplines as appropriate.
- Aids in or completes employee performance appraisals.
- Directs work and acts as a liaison between employees and management.
- Trains staff in operations, policies, and procedures.
- Organizes, prioritizes, and assigns work.
- Prioritizes and schedules work activities to meet objectives.
- Safeguards the proper resources needed to complete the assigned work.
- Maintains the status of work in progress and inspects completed work.
- Consults with assigned staff to assist with complex/problem situations and provide technical expertise.
- Provides progress and activity reports to management.
- Aids in the revision of procedure manuals as appropriate.
- Develops, plans, and implements short- and long-term goals, objectives, and strategies for the assigned functional area to ensure efficient organization and completion of work.
- Ensures that goals, objectives, and strategies align with legislatively mandated programs.
- Ensures regulatory compliance.
- Develops and manages capital improvement plans and programs for infrastructure projects.
- Coordinates with department staff to understand needs for infrastructure upgrade and replacement.
- Estimates project costs.

- Provides guidance in development of Scope of Work for professional services agreements.
- Reviews and approves requests for proposals (RFPs) and addendums.
- Acts as technical advisor during evaluation of proposals to ensure compliance with County policy.
- Reviews agenda items recommending award.
- Provides technical support during design.
- Conducts and/or reviews modeling, planning, and engineering studies in support of project analysis and design.
- Reviews reports detailing the quantitative analysis performed and concluding recommendations.
- Reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal engineering staff.
- Provides technical assistance during bid phase and construction.
- Assists with responding to bidder questions.
- Makes recommendations for awarding contracts.
- Guides project management staff and consultants to control costs, manage risk, avoid claims, and resolve disputes.
- Manages design, development, construction and/or implementation of complex, multi-year, county-wide projects and programs.
- Establishes projects schedules.
- Reviews reports and designs from consultants.
- Conducts overall project evaluation.
- Collaborates with contracted architects, engineers, county staff and other project service providers.
- Works with contractors to make design modifications necessary to conform with regulatory and project requirements.
- Approves the designs as appropriate.
- Provides technical assistance for coordination between county, state, and/or regional planning and regulatory agencies.
- Assists in evaluating impact of new regulations and regional plans.
- Maintains familiarity with state and federal regulations and their impact on county projects and operations.
- Receives and responds to concerns, complaints, and inquiries from both internal and external customers.
- Participates in communication and public educational efforts regarding specialty assignment area.
- Provides technical guidance for water reclamation facility (WRF) capital improvement projects.
- Conducts flow projections to determine schedules for WRF expansions.
- Coordinates with WRF Superintendents to determine needs and prioritize projects.
- Provides guidance to project engineers during design and construction.
- Assists water reclamation facility (WRF) staff with solving process issues.
- Conducts analyses of process performance, including mass balances.
- Makes recommendations for operational adjustments.
- Determines appropriate treatment technologies.
Requirements
- Bachelor's Degree in Civil Engineering or related engineering field required.
- Supplemented by ten years of progressively responsible experience in water and wastewater engineering with seven years of experience in wastewater treatment design.
- Must possess and maintain a valid Driver's License.
- Must possess and maintain a valid Georgia Professional Engineer license or be licensed in another state and obtain a Georgia Professional Engineer license within one year.
Qualifications
- Minimum qualifications include a Bachelor's Degree in Civil Engineering or related engineering field.
- At least ten years of progressively responsible experience in water and wastewater engineering.
- Seven years of experience in wastewater treatment design.
