Engineering Supervisor
About the role
This is a supervisory opportunity within the Construction Management – Public Safety and Special Projects Division of the City’s Engineering Services Department. The Division is responsible for delivering capital improvement projects, including overseeing the planning, design, and execution of construction projects for the City of Raleigh. Projects encompass facilities for the Raleigh Fire Department, Raleigh Police Department, Raleigh Transportation-Transit, and other municipal administrative facilities.
The Engineering Supervisor will oversee a team of Project Managers, ensure efficient project execution, and maintain high-quality standards. This role collaborates with cross-functional teams, manages resources, and provides technical guidance to achieve project goals. The supervisor will also assess team performance and implement improvements within Engineering Services, serving as a subject matter expert and advisor to various stakeholders, including City leadership and the public.
About You
The ideal candidate is an organized and effective supervisor with skills in project management, budget management, logistics coordination, and proactive problem-solving. We seek someone experienced in supervising others and managing projects, capable of working independently and collaboratively. You must understand project plans, specifications, and requirements, as well as applicable laws, and have the ability to research complex technical issues and resolve conflicts with minimal delays. A positive attitude, collaborative spirit, and strong communication skills are essential, including experience facilitating group discussions and building consensus among stakeholders. Significant experience in building design, construction, or project management on public projects is preferred.
Responsibilities
- Supervises staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
- Provides supervision and management of engineering projects and operational activities; offers program/project leadership and advanced technical expertise.
- Conducts quality control and assurance reviews to ensure compliance with City standards, policies, procedures, and applicable regulations and codes.
- Monitors and provides technical support for processes, including assisting internal customers with determining project needs such as facility size, parcel requirements, operational considerations, and stakeholder relationships.
- Provides project management and coordination of stakeholders and resources, including acquisition of professional services, project scoping, contract negotiation, design oversight, schedule monitoring, budget development, and funding administration.
- Oversees project design, ensuring adherence to policies, procedures, codes, specifications, regulations, and standards.
- Performs construction administration during active construction and post-construction warranty periods, including bid and contract administration, construction oversight, permitting coordination, document reviews, progress meetings, and project closeout.
- Serves as a technical resource and liaison for project managers, engineers, contractors, consultants, developers, community groups, commissions, agencies, City departments, and other stakeholders.
- Troubleshoots and resolves complex issues and conflicts; recommends and implements problem resolutions, including delivering presentations, performing public outreach, and preparing project-related documentation.
- Assists in developing and implementing policies, processes, standards, and guidelines; collaborates with management and other departments to recommend and implement process improvements and operational efficiencies.
- Provides and assists with budget development, preparation, and administration; monitors resource allocations; maintains performance measures; prepares productivity analyses; and oversees report preparation and maintenance.
Qualifications
Bachelor's Degree in Engineering, Construction Management, or a related field and 5 to 7 years of experience in engineering, construction management, or related work. Any equivalent combination of training and/or experience that provides the required knowledge, skills, and abilities may be substituted.
Licenses and Certifications
- Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain one within 60 days of hire.
- Professional Engineering (PE), Architect (AIA), or Landscape Architect (LA) Registration in North Carolina (preferred).
