Responsibilities

Inspects during construction and upon completion, a full range of public works and capital improvement projects including streets, alleys, storm drains, irrigation systems, and parks improvements for compliance with specifications, guidelines, approved plans, ordinances, and standards.

  • Reviews and interprets plan, specifications, civils, and architectural drawings, contract change order requests, and material submittals and certifications.
  • Reviews as-built drawings for accuracy and completeness.
  • Performs various tests in the field; material tests, pressure tests, leakage tests, water and sanitary sewer line tests, chlorine tests for highs and lows, and nuclear gage testing.
  • Maintains records of all testing performed in the field.
  • Operates city vehicles.
  • Prioritizes, schedules, performs, and documents field and laboratory testing to evaluate the acceptability of materials used on City construction projects with the City right of way.
  • Measures and records completed quantities of accepted contract pay items.
  • Resolves issues with contractors and consultants regarding specifications; delays construction until specifications are met.
  • Evaluates methods used in asphaltic concrete production and placement.
  • Monitors supplemental materials testing contracts.
  • Participates in pre-construction meetings with contractors to provide information relative to Public Works procedures; reviews plans prior to project start; meets with and/or responds to inquiries from contractors during the life of the project; conducts daily inspections and site checks; maintains logs and records reflecting construction and installation of all Public Works improvement projects.
  • Functions as project lead and technical expert for other Inspectors on large and complex dry utility construction projects.
  • Coordinates with contractors and serves as liaison between contractors and other City departments.
  • Negotiates with contractors regarding compliance, extra work requests, and proposed additions and deletions to the contract.
  • Monitors contractor performance and issues notices and orders to comply, stop work orders, and resume work orders as necessary.
  • Inspects the methods used in production of asphalt and concrete and coordinates the sampling and testing of materials used.
  • Operates city vehicles.

Requirements

Minimum qualifications/special requirements/success factors:

  • One year of college course work in engineering or engineering inspections or a related field and two years experience in the inspection of public works construction projects.
  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities is qualifying.
  • One year of relevant experience may be substituted for each year of required education.
  • Knowledge of engineering inspection and testing practices and techniques, Uniform Standard Specifications for Public Works Construction, Uniform Standard Details for Public Works Construction, Design Guidelines for Site Development, Relevant City of Glendale ordinances, ASTM, AASHTO, ADOT and MAG Standards and Specifications, Federal and State Occupational Safety and Health Regulations, City of Phoenix Traffic and Barricade Manual, Materials, Products, and methods used in Public Works construction, Materials inspection practices and procedures; modern laboratory and field testing methods and equipment, Properties, characteristics, strengths, and weaknesses of materials, items, or products used in public works construction, Precautions for handling hazardous substances and wastes, Acceptance control tests on asphalt, concrete, and soils.
  • Skills in the use and maintenance of testing equipment, survey instruments, and measuring devices.
  • Ability to communicate effectively orally, in writing, and electronically, read and interpret drawings and specifications, and prepare clear and accurate reports, cost estimates, and correspondence, establish and maintain effective working relationships with city employees and the general public, concurrently schedule multiple engineering inspections with multiple contractors, perform inspections and testing of methods and materials used in public works construction projects, employ practical applications of mathematics, trigonometry, and geometry, operate city vehicles.
