Engineer IV
About the role
Join the Utilities Design and Construction Division of Fairfax County Government to perform engineering and construction‑administration work for the Transportation Construction Branch. The position supports developer default project completion and the design, construction, and oversight of pedestrian bridges, roads, sidewalks, bus stops, trails, and other transportation and pedestrian projects throughout the county.
Responsibilities
- Manage bid advertisement and contract award processes for transportation and stormwater projects.
- Oversee all aspects of construction contract management, including inspection, testing, code compliance, warranty administration, and project closeout.
- Administer construction and engineering contracts for site or utility construction.
- Coordinate and document construction activities for intersection improvements, sidewalks, trails, roads, retaining walls, developer projects, and related infrastructure.
- Perform field investigations, measurements, meetings, and reviews of construction projects (approximately 20% of work time).
- Collaborate with VDOT on permits, locally administered projects (LAP), and compliance with VDOT requirements.
- Support the division’s responsibility for developer default projects in the county.
- Maintain project financial and budgetary planning, tracking, and reporting at the project level.
Minimum Qualifications
- Bachelor’s degree from an ABET‑accredited college or university in an appropriate engineering or architectural field.
- Four years of progressively responsible professional experience in the appropriate engineering or architectural field.
Required Licenses & Certificates
- Valid driver’s license.
- Valid Virginia Professional Engineer (PE) or Architect (RA) license, or a PE/RA license from another state with a temporary exemption pending reciprocity (must obtain Virginia license within 12 months of hire).
Preferred Qualifications
- Five years of experience preparing, procuring, administering, and managing construction and engineering contracts for site or utility construction.
- Five years of experience managing multiple complex capital projects in design and/or construction.
- Experience resolving construction claim disputes and strong knowledge of construction contracts.
- Three years of experience working with VDOT projects or VDOT permits.
- Three years of experience with VDOT Locally Administered Projects (LAP) or completion of the VDOT LAP Qualification Program.
- Experience with project financial and budgetary planning, tracking, and reporting at the project level.
- Five years of experience applying local, federal, and/or state building and site‑development codes.
- Highly motivated, organized, detail‑oriented construction management professional with strong communication skills and ability to thrive in a fast‑paced, collaborative team environment.
Physical Requirements
- Ability to lift up to 30 lb.
- Ability to negotiate rough terrain and typical construction sites, walk steep grades, and work off‑street.
- Ability to understand verbal conversations at typical speaking volume, respond to audio alarms, and communicate over the phone and in an office setting.
- Ability to read, understand, and produce written and typed documents.
- Proficiency with computers and software for communication, report generation, electronic file‑keeping, project metrics analysis, and project tracking.

Pay
A $5,000 signing bonus is available to new county employees hired in the Engineer IV position.

- Eligibility for telework.
- Approximately 20 % of time spent in the field; remainder in office or remote work settings.
