About the role

The NYC Department of Design and Construction's Division of Infrastructure is seeking an Engineer-in-Charge to join the Coastal Resiliency’s Construction team. This role, reporting to a Deputy Director, entails managing the construction of complex projects, leading constructability review meetings to reduce delays, and ensuring the precise collection of project data.

Responsibilities

  • Manage the construction of complex projects
  • Lead constructability review meetings to reduce delays
  • Ensure the precise collection of project data
  • Coordinate with Resident Engineers, Office Engineers, and Inspectors under respective project REI or PMCM consultants
  • Liaise with the Utility company, Design and Program Management Units throughout different stages of construction
  • Inspect contracted work to ensure it meets Agency and City standards
  • Prepare cost proposals for contract negotiations
  • Suggest modifications to engineering designs
  • Engage in design and constructability review meetings
  • Manage and approve various project-specific submissions, such as sheeting design constructability, vendor approvals, and environmental plans
  • Oversee financial aspects like payments, change orders, and time extensions
  • Oversee final inspections
  • Mentor new staff
  • Manage project close-out procedures
  • Ensure the approval of final documentation
  • Provide regular updates on project progress and address any critical delays in meetings

Requirements

  • ACI Concrete Field -Testing and OSHA 10-hour Certified or take the first available DDC - offered training session
  • Valid driver's license (required)
  • Personal vehicle (preferred)

Preferred Skills

  • Three years or more as Resident Engineer experience and knowledge of various types of capital construction and consultant contracts
  • Construction experience related to infrastructure work (i.e., roadway, sewer, and/or water main)
  • Outstanding verbal and written communication skills
  • Proficiency in Microsoft Office and AutoCAD
  • Familiarity with NYC DOT, NYS DOT, NYC DEP specifications, MUTCD, and AASHTO standards
  • Comprehensive understanding of the NYC infrastructure system and current engineering practices
  • Proficiency in Primavera P6 scheduling and Envision Sustainability Professional (ENV SP) credential (preferred)

Qualifications

  • One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
  • A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects;
  • A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above;
  • A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience.

One year of experience credit will be given for:

  • (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration;
  • (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above;
  • (c) a Juris Doctor degree, or
  • (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect.

Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience as described in "1" above in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.

Pay

$86,749.00 – $99,761.00
