About the Role

This is a supervisory law enforcement position responsible for enforcing and investigating violations of Maryland’s alcoholic beverage, tobacco products, and cannabis/THC products laws. The role provides oversight, management, and supervision of the Division’s inspection programs to ensure voluntary compliance within regulated industries (Alcohol, Tobacco, Cannabis/THC, and Electronic Smoking Devices). Responsibilities include protecting state revenue, public health, and maintaining a fair competitive environment for Maryland businesses. This position involves supervisory, operational, and administrative duties for Enforcement Agents.

Responsibilities

• Plan and supervise criminal investigations involving alleged violations of laws related to:
  • Illegal manufacturing, sales, importation, distribution, and use of alcoholic beverages.
  • Illegal sales, transportation, storage, possession of contraband tobacco, cigarettes, counterfeit cigarettes, or counterfeit stamps.
  • Cannabis/THC products grown, produced, and sold in Maryland.
  • Unauthorized consumable products such as Kratom, Phenibut, and Tianaptine under the Health General Article and Alcoholic Beverages and Cannabis Article.
• Supervise enforcement personnel during surveillance and investigations within and outside Maryland.
• Initiate, plan, and oversee investigations from conception to completion.
• Review intelligence and case reports for accuracy, completeness, and timeliness; make recommendations for ongoing investigations.
• Ensure proper preparation and execution of search and seizure warrants, including documentation and notification of seized property.
• Supervise traffic stops, arrests, and searches of persons and vehicles.
• Testify in Circuit, District, and Federal Courts, as well as before local Liquor Control Boards and Administrative Hearings.
• Recommend future enforcement trends based on data and ongoing investigations.
• Prepare monthly unit schedules for routine and specialized investigations, ensuring adequate supervision and resources.
• Coordinate with District Court and State’s Attorneys Offices for case prosecutions and court appearances.
• Ensure proper collection and submission of Uniform Crime Reports and fingerprint records.
• Monitor and testify at legislative hearings regarding pending legislation or law changes affecting the Alcohol, Tobacco & Cannabis Commission.
• Attend professional organization meetings and seminars; address allied organizations on enforcement activities.
• Conduct training for police officers and investigators at recruit and in-service levels.
• Account for and document storage of confiscated property, including evidence, vehicles, and currency.
• Maintain knowledge of revenue laws, business regulations, and alcoholic beverage laws.
• Conduct periodic inspections of field agents’ equipment, firearms, and assigned vehicles.
• Prepare and present mid-year and annual employee performance evaluations.
• Supervise and train enforcement personnel, including evaluating reports, monitoring productivity, and addressing training needs.
• Ensure agent safety during investigations and monitor court testimony.
• Perform other duties as assigned, including those related to Memoranda of Understanding (MOUs) with entities such as the Alcohol, Tobacco & Cannabis Commission (ATCC), Maryland Cannabis Commission (MCA), and Comptroller of Maryland.

Requirements

• Graduation from an accredited high school or possession of a high school equivalency certificate (per Maryland Police Training Commission regulations).
• Five years of experience as a police officer investigating crimes or as an Enforcement Agent enforcing compliance with laws related to alcoholic beverages, tobacco products, and revenue regulations.
• Twelve months of experience working as an Enforcement Agent at the Alcohol, Tobacco & Cannabis Commission (ATCC).
• Valid Maryland motor vehicle operator’s license (if assigned duties requiring vehicle operation).
• Successful completion of the Entrance Level Police Training Course and current certification by the Maryland Police Training Commission.
• Maintenance of periodic marksmanship certification for handguns or other firearms.
• U.S. citizenship.
• Successful completion of a background investigation, oral interview, and physical examination.
• Availability to work in the field as needed and to be on call 24 hours a day.
• Compliance with substance abuse testing per Code of Maryland Regulations 17.04.09.
• Maintenance of NCIC computer operator certification.

Qualifications

• Additional education in criminal justice or law enforcement at an accredited college or university may substitute for experience at a rate of 30 credit hours for each six months of required experience (maximum substitution: two years).
• U.S. Armed Forces military service experience as a non-commissioned officer in inspection, investigation, enforcement, or compliance may substitute for required experience on a year-for-year basis.
