About the role
Performs highly complex (senior-level) youth camp emergency management and coordination work for the youth camp regulatory program under the supervision of the Youth Camp & Public Sanitation (YC & PS) Operations Branch Manager and the leadership of the Youth Camp Emergency Management Program Coordinator (YC EMPC) Liaison. Serves as the EMPC for their designated area and coordinates emergency plan review and inspection activity with the YC EMPC Liaison, the YC & PS Team Lead, and field inspectors.
Responsibilities
- Receives and evaluates youth camp emergency plans, coordinates, assigns, and conducts inspections.
- Coordinates with the Youth Camp EMPC liaison, provides technical expertise, and maintains communication with Inspection Branches; Texas Department of Emergency Management (TDEM); Texas Fire Marshal’s Office; Texas Water Development Board (TWDB); Local Emergency Planning Committee’s (LEPCs); the State Medical Operations Center (SMOC); and other stakeholders.
- Serves as the Operations Branch representative with the Compliance Section for the Compliance Review Committee (CRC) meetings, informal conferences, and hearings.
- Reviews, documents, and responds to complaints regarding the youth camp emergency plans.
- Participates in emergency response training and performs emergency response activities.
- Serves as a subject matter expert regarding youth camp emergency plans.
- Performs other duties as assigned by the Manager to meet the needs of the Branch and Section.
Requirements
- Three (3) years of experience in emergency management or public safety.
- Undergraduate or advanced degree in management, planning, public administration, emergency management, or a related field from a U.S. accredited college or university or foreign degree determined to be equivalent by an acceptable education evaluator.
- Three or more years of experience in reading and interpreting emergency management laws and rules and offering guidance to industry, public, or local emergency or health departments.
Skills
- Understanding and interpreting relevant statutes and regulations;
- Reviewing technical inspection, investigation, or audit reports to ensure compliance with regulations;
- Technical, writing, training, teaching, public speaking, risk management, and risk communication;
- The use of various software programs, including Microsoft Word, Excel, PowerPoint, Outlook, and SharePoint;
- Managing multiple and competing priorities.
Qualifications
- Knowledge of local, state, and federal regulations and laws related to public safety, youth camps, and emergency management; program planning, implementation, and monitoring;
- Ability to conduct inspections and investigations;
- Prepare concise reports;
- Communicate technical information effectively;
- Gather, assemble, correlate, and analyze facts;
- Devise solutions to problems;
- Travel.
