About the role

The Emergency Management Coordinator supports the department’s and City’s mission and strategic plan by participating in the development and implementation of emergency management goals, objectives, and priorities. This role involves coordinating local emergency planning, emergency preparedness programs, and providing information and training to various stakeholders.

Responsibilities

  • Participates in the development and implementation of emergency management goals, objectives, and priorities.
  • Captures and implements the Emergency Operations Plan to meet and conform to federal, state, and local laws.
  • Coordinates emergency management and other assigned activities with City departments and personnel, outside agencies, businesses, and the general public.
  • Provides support to the City’s Citizen Corps programs and ensures the integration of volunteer organizations into emergency preparedness activities.
  • Maintains the Emergency Operations Plan, Hazard Mitigation Plan (HazMAP) and other emergency management plans; reviews policies and programs to ensure conformance with federal, state, and local laws.
  • Maintains an up-to-date survey of existing personnel, equipment, supplies and services that could be used during an emergency.
  • Drafts and maintains Mutual Aid Agreements with regional agencies.
  • Serves in the Emergency Operations Center (EOC) as assigned.
  • Assists with the set-up, activation, and operation of the City Mobile Command Post, during major emergencies or events within the City if needed.
  • Designs, conducts, and evaluates annual disaster training exercises for the City; establishes interdepartmental committees to participate in planning and implementation of disaster exercises; coordinates with outside agencies in disaster exercise planning and participation.
  • Prepares and submits the Office of Emergency Management annual budget request to the Fire Chief.
  • Administers Department of Homeland Security and other grant program(s) to include researching, writing, and submitting grant projects; managing awarded projects; and completing required reporting to awarding agencies and grantees.
  • Seeks and manages other grant opportunities from local, state, and federal or private sources as requested by the Fire Chief or other department directors to achieve public safety or emergency management goals.
  • Reviews state and federal proposed legislation and analyzes impact to the City of Rowlett. Provides recommendations, as needed.
  • Assists other city departments with the coordination of special events and festivals within the City of Rowlett that require the use of an Incident Command Post, activation of the Emergency Operations Center, or on-site use of the Mobile Command Post.
  • Develops event specific public safety/emergency management plans for special events/festivals as warranted by attendance, location, or event profile in conjunction with event organizers.
  • Affirms protection of lives and property within the City of Rowlett through mitigation, preparedness, response, and recovery efforts according to the best practices of emergency management.
  • Affirms rapid response and proper procedure in setting up Emergency Operations Center during emergencies.
  • Affirms all Department Directors, City management team, and other EOC operational personnel are informed of duties during emergencies through instruction, training, and exercises.
  • Develops, implements, and maintains a comprehensive City-wide three-year training and exercise plan.
  • Affirms all departments' Emergency Management Plan Annexes/ Emergency Support Functions (ESF) are maintained current and that EOP complies with all state and federal requirements.
  • Affirms the Fire Chief and City management are informed of emergency management issues and preparedness within the city.
  • Performs other duties as assigned.

Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in Emergency Management, Public Administration, or closely related field and five (5) years of professional experience as a coordinator, assistant coordinator, and/or officer in municipal, county, regional or state emergency management required.
  • Must have experience providing executive-level response and recovery coordination support for at least one Presidentially declared disaster or multiple State level declared disasters.
  • Must possess ICS 100, 200, 300, 400, 700 and 800 certifications.

Qualifications

  • Preferred education and certification: Master’s degree in Emergency Management, Public Administration, Business Administration, Government Management or a closely relate field preferred.
  • The ability to instruct multiple NIMS level classes is desired.
  • Knowledge of practices and principles of emergency management, public administration, and government organization.
  • Specific knowledge of the State of Texas Division of Emergency Management requirements for local emergency management programs, National Incident Management System, Executive Orders, and Presidential Policy Directives.
  • Knowledge and experience with the Texas Division of Emergency Management STAR, Pstat and Istat programs.
  • Knowledge of organization and management practices as applied to the analysis and evaluations of programs.
  • Knowledge of principles, methods, and practices of municipal budgeting and finance.
  • Knowledge of and skilled in grant application, acquisition, and management, as well as business letter writing and report preparation, and research techniques, methods, and procedures.
  • Ability to speak before groups, develop presentations within the discipline, communicate effectively through both verbal and written forms.
  • Ability to perform meeting facilitation and utilize techniques to manage group dynamics ensuring comprehensive documentation of such meetings are completed.
