About the role
The Oregon Department of Human Services invites you to apply for a rewarding position that empowers our community's most vulnerable members. As a Public Benefits Specialist, you will connect with individuals and assess their needs through a compassionate, trauma-informed lens.
Responsibilities
- Interview applicants in-person and by phone to gather and assess information for benefits programs, including:
- Supplemental Nutrition Assistance Program (SNAP)
- Long Term Care (LTC) services
- Temporary Assistance to Needy Families (TANF)
- Employment Related Day Care (ERDC)
- Various Medicaid (Health insurance) programs
- Perform eligibility determinations, redeterminations, and periodic reviews.
- Assist customers in-person and over the phone who are receiving or applying for benefits.
- Communicate eligibility decisions to applicants.
- Provide person-centered services with a trauma-informed approach to identify needs.
- Ensure accurate and timely eligibility determinations.
- Create a welcoming, inclusive work environment where everyone feels valued.
- Participate in professional development and ongoing cultural-awareness education.
Requirements
- One year of experience working at the Human Services Specialist 1 level for the State of Oregon; OR
- Two years of experience working with the public, providing assistance and interpreting and applying policies, rules, or guidelines; OR
- An associate degree in a Behavioral Science, Social Science, or a closely related field AND six months of experience working with the public, providing assistance and interpreting and applying policies, rules, or guidelines; OR
- An equivalent combination of education, training, and experience relative to the role.

- Experience planning, prioritizing, and completing work efficiently while maintaining quality and meeting deadlines.
- Ability to adapt with ease to changing environments and priorities.
- Experience establishing positive relationships with individuals from diverse backgrounds, roles, and personalities.
- Proficiency using computer systems and software applications to enter, retrieve, and manage information accurately.
- Skilled in conveying complex information clearly and professionally, both verbally and in writing, to clients, team members, and external agencies.
- Experience applying crisis intervention and conflict resolution techniques to de-escalate emotionally charged situations.
Working Conditions
- Work schedule: 8 a.m. – 5 p.m., Monday – Friday.
- Work is conducted in-office and in-person at the Estacada, OR ODHS office.
- May require sitting at a terminal or telephone for prolonged periods.
- Interaction with a wide range of people, including those who have experienced trauma and may be in emotional or financial distress.
- Consistent attendance is essential.
- Flexibility and adaptability are required due to regular policy, program, and technical adjustments.
Background Checks
- If selected as a finalist, a criminal history and background check will be conducted. Adverse findings may lead to disqualification.
- Within three days of hire, you must complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS uses E-Verify.
- Driver record screening may be required as part of the pre-employment background check. A driving record that does not meet agency standards will not disqualify you if driving is not an essential function of the position.
- Visa sponsorship is not offered.

Pay
Salary range: $4,519 - $5,988 per month.

- This is a permanent, full-time position represented by the Service Employees International Union (SEIU).
- This recruitment may be used to fill future vacancies in the same classification.
