About the role

The EHR Manager is responsible for the coordination and completion of complex projects involving the planning, design, implementation, and ongoing improvement of the Behavioral Health EHR. As the Epic Site Specialist for the Grant County Health Department, this role collaborates with key employees and OCHIN technical staff to implement workflows, make configuration and design decisions, address clinical policy considerations, and assist with project coordination and site readiness. The position involves understanding OCHIN Apps and their impact on clinical staff and clients.

Responsibilities

  • Provides oversight and guides work processes in managing the Behavioral Health EHR.
  • Builds and enhances working relationships and workflows with the EHR vendor, CCS analysts, business department, QA specialist, IT, clinical staff, and administrators.
  • Assists with billing, front office, and analyst EHR work as necessary.
  • Identifies EHR inefficiencies, proposes solutions, and implements changes upon approval.
  • Creates and provides EHR training for staff.
  • Works with project and business leaders to identify analytical requirements.
  • Performs data analysis in support of clinical improvement initiatives.
  • Evaluates patient care data to ensure care is provided in accordance with guidelines and standards.
  • Researches and disseminates new information relevant to clinical programs.
  • Responds to requests for information from other organizations and clients via mail, phone, or email.
  • Assists in the development of the agency QA plan when requested.
  • Works with the IT Administrator or Executive Director to develop new programs specific to providing data for program development.
  • Performs work related to problem-solving, data development, training, and informal IT issues for the EHR.
  • Assists in the upkeep of CCS clinical forms.
  • Distributes stakeholder satisfaction surveys and compiles results to measure consumer satisfaction at the direction of the IT Administrator.
  • Assists or leads in collecting and submitting required reports to payers in a timely manner.
  • Builds Epic functionality specific to organizational needs, such as creating new Epic users, provider records, fee schedules, letter templates, connecting and troubleshooting printers and workstations, and supporting colleagues.
  • Works directly with Grant County Health Department staff to troubleshoot Epic-related issues, add new staff and workstations to Epic, map printer destinations, and assist the Public Health Director as needed.
  • Provides support to IT staff for hands-on issues that cannot be handled remotely (e.g., resetting networking equipment, setting up hardware, and connecting to the network).
  • Monitors updates to stay current in all OCHIN Apps.
  • Performs other tasks or projects as assigned.

Requirements

  • A bachelor’s degree in computer science, IT, or a closely related field.
  • 3-5 years of Information Technology experience, preferably within a healthcare organization.
  • Experience working with EHR software, preferably Credible and Epic.
  • Any equivalent combination of education, experience, and/or training may be considered.

Qualifications

  • Work must be performed with a high degree of accuracy.
  • Experience in electronic health record navigation, including report writing and data mining, is preferred.
  • Knowledge of SQL and advanced report writing is preferred.
  • Advanced Excel knowledge and experience.
  • Experience and sound judgment to plan and accomplish goals.
  • Knowledge of computer operation and databases is essential.
  • Ability to analyze, model, and interpret data.
  • Methodical and logical approach to work and problem-solving.
  • Ability to work effectively with employees, contractors, and the general public.
  • In-depth knowledge of statewide systems and guidelines, or the ability to acquire such knowledge.
  • Strong organizational and time management skills.
  • Ability to work with minimal supervision.
  • Working knowledge of standard office equipment, including computers, phone systems, copiers, and fax machines.
  • Must adhere to rules and laws pertaining to client confidentiality.
  • Ability to communicate effectively in both written and oral formats.
  • Ability to present and exchange information internally and externally, ranging from routine to complex and confidential information.

Certifications

The Epic Site Specialist requires completing 16 courses to become a certified EHR Support Analyst, followed by a final Boot Camp to become a certified Site Specialist. This training can be provided after hire and is not a prerequisite.

Additional Requirements

  • Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.
  • Monthly checks against OIG and GSA exclusion lists, as well as other federal and state agency lists. Exclusion or sanction will result in immediate termination.
  • Pre-hire drug screen required.
  • Must hold a valid driver’s license and personal auto insurance for vehicles used for CCS business, with proof of $300,000 or more liability coverage for bodily injury and $100,000 or more in property damage. Coverage must be maintained for the duration of employment.

Physical Demands

  • Regular use of office automation, including computers and phone systems, requiring fine manipulation, grasping, typing, and reaching.
  • Sitting for extended periods while reviewing reports and other written materials or talking on the phone.
  • Occasional lifting of up to ten (10) pounds.
  • Occasional reaching, bending, kneeling, and squatting when adjusting equipment or retrieving supplies.
  • Travel between partner offices, individual homes, and community locations for meetings and trainings.
  • Occasional work in unpredictable environments, including client homes or crisis situations, which may involve uneven terrain.

Work Environment

  • Work is performed in an office environment, in the community, and occasionally from home via phone and video services.
  • Moderate noise levels in the office; unpredictable noise levels in the community or client homes.
  • Occasional out-of-area travel and overnight stays for meetings or training.
  • Exposure to everyday risks or discomforts requiring normal safety precautions.

Pay

Pay Grade: B10 ($30.00 - $44.66 per hour, depending on experience).
