About the role

This position establishes and enforces court orders pertaining to child support, including establishing paternity when needed. Tasks include gathering financial information, locating non-custodial parents, determining payment obligations, negotiating settlements, preparing legal documents, testifying in court, monitoring payments, and providing referrals.

Responsibilities

  • Gathers financial, confidential, and intimate information through interviews with both parents.
  • Locates non-custodial parents in cooperation with custodial parents, law enforcement, and other agencies.
  • Determines a recommendation for non-custodial parent’s payment obligation based on employment status, income, and other information.
  • Initiates interstate actions to secure out-of-state child support payments.
  • Negotiates out-of-court settlements for court approval.
  • Prepares legal documents for review and signing by appropriate authority.
  • Testifies and participates in the presentation of cases in court and during appeal hearings.
  • Maintains compliance with court orders by monitoring payments and initiating appropriate action in response to non-compliance.
  • Responds promptly to case correspondence and inquiries.
  • Provides all necessary case maintenance including the operation of a computer terminal.
  • Affirms needs of parents and makes appropriate referrals for information and/or services.

Requirements

Minimum Qualifications:

  • High School Graduate or equivalent.
  • Two years post-secondary education with an emphasis in Behavioral Sciences, Criminal Law, Business, or a closely related subject and two years progressive related experience.
  • Six years progressive related experience working with the public in a paraprofessional position such as banking, customer service, or related field.
  • Certificate of completion from the MnSCU Technical College Child Support Officer Program.
Desirable Knowledge, Skills and Abilities:
  • Knowledge of interview techniques and proven interviewing skills.
  • Knowledge of laws/processes pertaining to child support in Minnesota.
  • Knowledge of legal processes/systems including administrative law and appeals processes.
  • Knowledge of laws and ethics pertaining to “data privacy”.
  • Knowledge of CSES, PRISM, MAXIS or other computer systems.
  • Skilled in mathematical problem solving.
  • Skilled in problem-solving and conflict resolution.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to organize and coordinate job activities.
  • Ability to quickly establish good rapport and develop excellent long-term working relationships with individuals from diverse backgrounds.
  • Ability to be objective, and thoroughly analyze a situation/problem.
  • Ability to understand and easily explain complex laws/processes.
  • Ability to prepare and present legal documents.
  • Ability to accurately and quickly process large volumes of work.
