Division Manager - FMS
Service Line: Financial Management Services | Reporting Location: Houston, TX
About the Role
Under the leadership of the Deputy Assistant Director for the Houston Public Works Grants Management group (HPW GM), the Division Manager for Grant Accounting leads a team of five in grant accounting and financial reporting for a grant portfolio of approximately $1 billion. HPW GM manages the full lifecycle of federal, state, and local grants for disaster cost recovery and infrastructure projects, including flood hazard mitigation and transportation safety improvements.
This position is a Houston Public Works Emergency Management role at the Tier I Level.
Responsibilities
- Oversee all grant accounting and routine grants reporting
- Perform detailed balance sheet reconciliations
- Conduct grant revenue and expenditure analyses
- Handle budgeting and grant closeout tasks
- Prepare the quarterly and annual Schedule of Expenditures of Federal Awards (SEFA report)
- Respond to grant and audit inquiries
- Maintain records of grant procurement and expenditures
- Manage grant set-up and accounting in SAP in coordination with the Finance Department Grants Management group
- Interact with project managers and accounts payable to prepare and submit reimbursement requests
- Work with various grant portals across multiple funding agencies
- Maintain Standard Operating Procedure documentation for key tasks
Requirements
- Bachelor's degree in Business Administration, Accounting, Engineering, or a closely related field
- Seven years of progressive professional experience in a related field, with at least three years in a supervisory capacity
- A Master's degree in Business Administration, Public Administration, or a related field may substitute for two years of experience
- Directly related professional experience may substitute for the education requirement on a year-for-year basis
- Valid Texas Driver's License and compliance with the City of Houston driving policy (AP 2-2)
Preferences
- Experience in grant accounting with SAP
- Certified Public Accountant (CPA) designation
- At least five years of experience in government accounting
- Experience with procurement, accounts payable, budgets, and general ledger reconciliations
- Eligible veteran applicants who meet the qualifications
Working Conditions
- Physically comfortable work environment with some discretion over walking and standing
- Occasional minor discomforts from less-than-optimal temperature and air conditions
- May involve extensive use of a video display terminal
Pay
Pay Grade: 29
