About the Role

The General Services Department (GSD) is seeking a Division Manager to work closely with the Assistant Director of Property Management. This role focuses on preserving and maintaining the City of Houston’s investment in its facilities through preventive and predictive maintenance. The selected candidate will ensure compliance with all applicable safety requirements, proper repair, and security of facilities and related equipment.

Responsibilities

  • Manage preventive maintenance, proactive repairs, and reactive maintenance issues in assigned facilities using skilled trades (e.g., HVAC, plumbing, electrical utilities).
  • Hire, train, and supervise staff, contractors, and vendors.
  • Serve as the liaison to the Design and Construction Division of the General Services Department.
  • Direct day-to-day business activities of employees assigned to Solid Waste Management Department facilities.
  • Monitor and evaluate the condition of assigned facilities and establish strategies to prioritize work orders.
  • Report needed repairs to the Assistant Director of Property Management.
  • Ensure the use of Computerized Maintenance Workorder Management Systems to track work order completion.
  • Supervise contractors’ and vendors’ work at facilities and review their invoices for accuracy.
  • Perform monthly facility audits to identify and address needed repairs.
  • Maintain and purchase appropriate levels of maintenance-related parts, supplies, and equipment.
  • Research and review data related to assigned equipment and products.
  • Communicate with client departments, staff, contractors, architects, and others to plan, organize, and deliver services.
  • Ensure facility equipment and systems are routinely monitored for proper operation.
  • Assist in developing facility-related processes and procedures.
  • Follow industry, government, and City safety procedures.
  • Coordinate with the Design and Construction Division and Security Management Division.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in Business Administration, Accounting, Engineering, or a closely related field.
  • Seven years of progressive professional experience related to the division’s activities, with at least three years in a supervisory capacity.
  • A Master’s degree in Business Administration, Public Administration, or a related field may substitute for two years of experience.
  • Directly related professional experience may substitute for the education requirement on a year-for-year basis.
  • Demonstrable working knowledge of machines, tools, repairs, and maintenance of facility equipment, including HVAC, piped gas systems, plumbing, and mechanical equipment.
  • Familiarity with Computerized Maintenance Management Workorder Systems.
  • Experience in data analytics and routine facility audits.

Preferred Qualifications

  • Extensive experience and practical knowledge of facility maintenance, including steam distribution systems, HVAC, building automatic control systems, water distribution, fire protection, sanitary and storm sewer operations, electrical distribution, and central utility plants.
  • Extensive knowledge of deferred maintenance, project process improvements, and Computerized Maintenance Workorder Management Systems.
  • Proven track record of building and managing teams.
  • Experience in Facility Condition Assessments.
  • Strong data analytics skills.
  • Ability to resolve problems and meet deadlines in a fast-paced environment.
  • Strong interpersonal skills and ability to build relationships with internal divisions, City departments, employees, and contractors.
  • Preference given to eligible veteran applicants who meet the qualifications.

Working Conditions

This role operates in a normal office environment with acceptable lighting, temperature, and air conditions. The individual has discretion regarding walking, standing, etc.

Pay

Pay Grade 29. Factors used in determining the salary include the candidate’s qualifications and the pay rates of other employees in this classification.

Schedule

Monday through Friday, 7:00 a.m. to 4:00 p.m. Schedule is subject to change.
