District Manager (PLCB Retail Operations Manager 1) - District 4 - Region 2
About the role
The Pennsylvania Liquor Control Board’s (PLCB) Fine Wine & Good Spirits brand is seeking a District Manager for Store Operations in District 2-4 which covers Lackawanna, Bradford, Susquehanna, and Wyoming Counties. This position will be home-headquartered or headquartered at a Wine & Spirits Store. The selected candidate would be expected to travel daily within the district and also need to respond timely to emergency situations.
Responsibilities
- Team Development: Build and support a diverse and high-performing district team through selection, training, and motivation
- Customer Experience: Promote a strong focus on positive customer interactions and store presentation across the district
- Store Oversight: Conduct store visits to review business drivers, store conditions, staff performance, and policy adherence
- Regulatory Compliance: Ensure stores follow all laws, rules, regulations, and agency policies
- Performance Leadership: Provide coaching and feedback to store managers to help achieve financial and operational goals
- Communication Support: Share agency business and financial objectives clearly with store teams to encourage alignment
Qualifications
- Minimum Experience and Training Requirements: One year as a State Liquor Store Administrator 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Two years as a State Liquor Store Administrator 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Seven years of retail store experience at the manager or assistant manager level which includes administrative and management experience involving the review, analysis, and implementation of procedures, policies, and directives; or An equivalent combination of experience and training which includes administrative and management experience involving the review, analysis, and implementation of procedures, policies, and directives.

Legal Requirements
- You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
