About the role

The Department of Social Services (DSS) is part of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). DSS aims to fight poverty and income inequality by providing essential benefits like Food Assistance and Emergency Rental Assistance. HRA focuses on facilities management, while DHS addresses homelessness.

Responsibilities

• Coordinate activities of various trade specialties, including senior stationary engineers, stationary engineers, oilers, plumbers, carpenters, electricians, cement masons, locksmiths, sheet metal workers, painters, and maintenance workers.
• Manage approximately 70 trade staff, focusing on cost estimating, scheduling, and resource allocation.
• Inspect work performed by trade staff, including maintenance, emergency responses, and compliance with safety standards.
• Provide guidance on trade-related issues and make recommendations for complex problems.
• Implement and enforce management controls for facility assessments, identify deficiencies, and initiate corrective actions.
• Ensure compliance with fire safety requirements and other standards, including recycling mandates and training on current regulations.
• Establish and enforce policies and procedures for building construction, renovation, repair, and maintenance.
• Supervise the unit in the absence of the Executive Director of BCBM and ensure continuity of operations.

Requirements

• Eight years of full-time experience in construction, repair, alteration, and/or rehabilitation of buildings, with at least 18 months in supervisory/administrative roles.
• Education and/or experience equivalent to eight years, with a bachelor's degree in engineering, architecture, engineering technology, or a closely related field, up to a maximum of four years.

Preferred Skills

• Understanding of building maintenance and various trades.
• Cost estimation, schedule planning, and project management skills.
• Knowledge of building codes, safety standards, and regulations.
• Ability to enforce safety measures and manage a team of 70 trade staff.
• Strong decision-making and problem-solving abilities.
• Effective communication and organizational skills.
