Director (Technical)
About the role
The NYC Department of Design and Construction, Division of Infrastructure, is currently seeking a Director to join the Design Unit’s Section 4 – Consultant Design – Group 1. The successful candidate will supervise, manage, and review the work of a Deputy Director and 2 - 3 teams of approximately 12 - 20 Engineers and Technicians responsible to ensure timely design completions of numerous DOT and DEP projects, assist in the resolution of construction issues requiring design changes with least amount of cost increase and delay to the project. The Director will be responsible for developing standard construction language, and maintaining and updating standard specifications for roadways, sewer, and water mains, and standard drawings; representing the Design Unit at meetings dealing with Utility companies, City, State, and Federal agencies; providing technical support to the staff in the preparation of design drawings, specifications and estimates; ensuring that every project is designed as per current City standards and specifications and that the level of quality review is accurate and in a timely manner.
Responsibilities
- Supervise, manage, and review the work of a Deputy Director and 2 - 3 teams of Engineers and Technicians
- Ensure timely design completions of numerous DOT and DEP projects
- Aid in resolving construction issues requiring design changes with minimal cost increase and delay
- Develop standard construction language and maintain/update standard specifications for roadways, sewer, and water mains
- Represent the Design Unit at meetings with Utility companies, City, State, and Federal agencies
- Provide technical support to staff in the preparation of design drawings, specifications, and estimates
- Ensure projects are designed according to current City standards and specifications
- Manage and train staff to carry out all areas of Design and Construction Support functions
- Understand and adhere to Federal, FHWA, FTA, and NYSDOT regulations, and NYC Department of Environmental Protection (NYCDEP), NYC Department of Transportation (NYCDOT), and NYS Department of Transportation (NYSDOT) standards and procedures
- Keep track of priority projects and prioritize them as needed to meet the agency's goals
- Develop and modify specifications as needed
- Stay updated with the latest design standards and requirements and provide guidance to Design staff and Design consultants
Requirements
- A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity
- At least 2 - 4 years of strong supervisory experience, administrative, and management skills, especially in the design area
- Excellent verbal and written communication skills
- Knowledge and use of computers, and proficiency in Microsoft Office applications, and AutoCAD
- Design experience related to infrastructure work (i.e., sewer, water mains, roadways)
- Knowledge of current and up-to-date engineering methods and standards
- Familiarity with construction specifications and standards of the NYC Department of Environmental Protection (NYCDEP), NYC Department of Transportation (NYCDOT), and NYS Department of Transportation (NYSDOT)
- Familiarity with American Society for Testing and Materials (ASTM), American Water Works Association (AWWA), and American Association of State Highway and Transportation Officials (AASHTO) standards and understanding of the NYC street infrastructure system
- Proficiency in Primavera P6 scheduling and Envision Sustainability Professional (ENV SP) credential (preferred)
- Valid driver's license
