MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA's $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region's vast transportation network. As part of the Metropolitan Transportation Authority, the largest transportation network in North America, C&D plays a key role in modernizing and expanding services that support 15.3 million residents across New York City, Long Island, southeastern New York State, and Connecticut. Work location: 2 Broadway
Hours of work: 8:30 AM to 5:00 PM or as required (7.5 hours/day)
This position is eligible for telework one day per week after 30 days of employment.

About the role

The Director, Program Support has significant authority for decision-making, staffing, and budget within their functional area, subject to senior management approval on critical issues. The role involves guiding administrative processes, recommending policy changes, and supporting their implementation.

Responsibilities

  • Provide direction to ensure effective implementation of administrative processes and recommend improvements for departmental or business unit operations.
  • Manage and coordinate administrative functions, including:
    • Capital project budget administration
    • Procurement requests and payment coordination
    • Timecard/job charge management
    • Space management (including field offices)
    • Non-revenue vehicle management
    • Training/travel requests and overtime management
    • Audit response and internal controls
    • Equipment/supplies management
  • Coordinate with stakeholders across C&D and MTA agencies.
  • Develop, analyze, report, and maintain data and systems for effective project management and departmental operations.
  • Provide input into overall strategy and approach in consultation with senior management.
  • Manage budget activities and requests for capital projects or departmental operations.
  • Prepare data analysis, reporting, and presentations related to capital project management and operations.
  • Direct data and document management activities for project management systems.
  • Manage personnel requests and documentation, including temporary staffing services.
  • Maintain reports and data for business units.
  • Resolve complex issues related to contracts and procurement for operations or capital projects.

Requirements

  • Bachelor’s degree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or a related field.
  • Minimum of ten (10) years of related experience.
  • Minimum of five (5) years in a managerial, supervisory, or project manager role in a large, multi-faceted organization.

Skills

  • Demonstrated experience managing diverse administrative functions in a large organization.
  • Experience implementing MTA policies related to project management, budget, human resources, procurement, facilities management, and timekeeping.
  • Ability to manage complex, sensitive issues with high confidentiality and judgment.
  • Excellent communication, interpersonal, and team-building skills.
  • Ability to work collaboratively with stakeholders at all levels in a high-pressure environment.
  • Proven leadership as a change agent and creative thinker with a focus on driving process improvements.
  • Strong problem-solving, prioritization, and organizational skills.
  • Proficiency in PeopleSoft, Microsoft Office Suite (Word, Excel, Access, PowerPoint, Outlook), Power BI, Teams, or similar applications.

Pay

Salary range: $126,028 to $157,535
