Director of Timekeeping, Payroll, and Leaves of Absence
This position is open only to current employees of the Office of the New York City Comptroller who are serving in a permanent Civil Service title of either Administrative Manager or Administrative Staff Analyst. Candidates must clearly indicate their current permanent Civil Service title on their resume and cover letter.

The Bureau of Administration delivers strategic support services to empower Office of the New York City Comptroller employees, ensuring the City's fiscal health. Services include Human Resources, Procurement, Payment, Facilities Management, and Budget Management.
Responsibilities
- Oversee all payroll and timekeeping functions, streamline workflows, maintain quality controls, and ensure compliance with applicable laws, regulations, and citywide policies.
- Provide leadership to unit staff, communicate updates, coach on best practices, and ensure accurate and timely daily operations in Payroll Compensation & Timekeeping Compliance.
- Review and validate key payroll reports (160, 161, 700, 320), verifying retro triggers, one-time payments, deductions, and supplemental requests for accuracy.
- Conduct audits and prepare analytical reports using CityTime, CHRMS, PMS, and PI to support compliance and operational decision-making.
- Manage all special leave categories (Sick, FMLA, PFL, PPL, Child Care, Personal Leave, Workers’ Compensation, Military) in alignment with policies and regulations.
- Ensure compliance with directives from DCAS, OPA, the Comptroller’s Office, and Labor Relations for proper employee payment processing.
- Prepare, validate, and submit managerial lump sum packages, overseeing approval workflows to ensure accurate and timely payments for separating managers.
- Serve as the agency liaison for payroll and time/leave matters, representing the agency in communications with FISA-OPA and OLR to resolve issues and ensure adherence to citywide standards.
- Provide responsive customer service, investigate payroll/timekeeping discrepancies, and resolve issues quickly and accurately.
- Administer Motor Vehicle and Parking Fringe Benefits, ensuring correct processing, documentation, and reporting to FISA-OPA.
- Lead and support special projects related to payroll, timekeeping, and Employment Services, including workflow improvements, system enhancements, and policy implementation.
Requirements
Minimum Qualifications:
- A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation of resources, and scheduling/assignment of work. At least 18 months of this experience must have been in an administrative, managerial, executive, or supervisory capacity, supervising staff performing clerical/administrative work of more than moderate difficulty.
- An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described above, including 18 months in a supervisory capacity.
- A four-year high school diploma or its equivalent and six years of satisfactory, full-time progressively responsible experience as described above, including 18 months in a supervisory capacity.
- Education and/or experience equivalent to the above, with all candidates required to possess 18 months of administrative, managerial, executive, or supervisory experience.
Education above the high school level may substitute for general clerical/administrative experience (but not for supervisory experience) at a rate of 30 semester credits for 6 months of experience, up to a maximum of 3½ years.
