Job Summary

Responsible for planning, organizing, and directing the financial activities of the department. Responsible for the preparation of the County's financial reports. Reports to the County Administration and is responsible for ensuring proper internal controls over the financial records of the County.

Job Functions

  • Directs, manages and organizes the daily activities and resources of the department
  • Oversees the county’s payroll processing and benefits statement
  • Oversees the county’s accounts payable processing
  • Oversees the county’s liability insurance program
  • Oversees the preparation of the county’s annual financial statements
  • Oversees the preparation of other reports of the fiscal condition of the county
  • Oversees and manages the debt portfolio and issuance of debt
  • Aid the County Administration in preparation of the annual budget for the County, including various calculations related to the budget
  • Develops, implements, and evaluates fiscal policy
  • Provides advice and consultation to the County Administration and department heads on fiscal matters
  • Advise county supervisors on all financial matters of the county
  • Interpret and present quarterly financial reports in internal and public meetings
  • Coordinate the annual audit of the county
  • Supervise departmental personnel; coordinate work activities; organize, prioritize, and assign work to subordinates; monitor work in progress; assist employee concerns and problems; evaluate employee performance
  • Work with Special Projects/Grants Administrator on grants received by the County to ensure funds are properly appropriated
  • Work with Fire & Rescue Association regarding their budget; state & federal funds
  • Work and coordinate with HR to include monthly payroll changes; maintain the county's payroll/HR system; county health/dental insurance; VRS reporting/changes; new positions and salary increases; review of Personnel Management plan for any proposed changes, and any other joint projects/endeavors as necessary
  • Work with School finance personnel on revenue, monthly general ledger, and budget issues as necessary
  • Work with the Department of Human Services (DHS) personnel as needed on revenue, payroll, general ledger, and budget issues as necessary
  • Lead the development of the departmental goals, objectives, and systems; develop and monitor departmental budget
  • Prepare a variety of periodic and special financial and statistical reports
  • Ensure all finance policies, procedures, and activities comply with local, state, and federal regulations
  • Maintain a comprehensive, current knowledge of applicable laws/regulations and an awareness of new trends and advances in the field
  • Recommend, advise, and/or make changes as needed to adapt

Qualifications

  • Education equivalent to a bachelor’s degree in business management, accounting, or a closely related field supplemented by 6 years of experience and/or training that includes general management, program management, budget development, and supervision.
