Director of DevOps

This position is open only to current City of New York employees serving in a permanent Civil Service title of Computer Systems Manager, or those currently reachable on the open competitive civil service list for Computer Systems Manager title. About the Role

The New York City Comptroller’s Office works to promote the financial health, integrity, and effectiveness of New York City government to strengthen trust, secure a thriving future for all New Yorkers, and build a more just, equitable, and resilient city. The Bureau of Information Systems provides technology support services for key business functions and Charter-mandated responsibilities, including technology strategic planning, web development, disaster recovery, systems development, network administration, security administration, and more.

Under the direction of the Deputy CIO of IT Operations, the Director of DevOps oversees and manages a team of DevOps Engineers and Systems Administrators to ensure optimized applications and high uptime. This role includes strategic oversight of new IT projects, critical infrastructure upgrades, and hands-on involvement in Active Directory provisioning, Office365 administration, ATP monitoring, security administration, and MS security updates.

Responsibilities

• Lead work groups to develop enterprise IT standards and oversee execution and adherence.
• Become the resident expert on Citywide technology policies as established by OTI.
• Lead analysis to further the direction of enterprise IT.
• Manage a DevOps engineer team responsible for infrastructure, system administration, and product deployment, including off-hour support.
• Oversee support of production and non-production environments, including break fixes.
• Oversee the management, support, and maintenance of the technology portfolio.
• Provide direction on integrating technology infrastructure, hardware, software, and security for existing and new digital products.
• Oversee all IT operations and coordinate internally and with external technology partners.
• Manage user accounts, groups, and security settings across the agency.
• Deploy and manage security updates, patches, and software for desktops, laptops, and mobile devices using Microsoft Endpoint Manager / Microsoft Intune.
• Maintain Microsoft 365 system security, manage licenses and permissions, configure Exchange Online, troubleshoot issues, deploy new features, and analyze Office 365 ATP alerts.
• Support eDiscovery functionality and assist with network security.
• Provide Tier 2 support, utilize ticketing software, and participate in technical working groups.
• Research innovative solutions and prepare security reports.
• Ensure technical systems and processes function effectively to meet design and data integration goals.
• Collaborate with Project and Product Managers to determine timelines and project tasks.
• Engage with development teams to provide production management support and input for application maintenance builds.
• Make strategic architecture and application technology decisions to support product operations.
• Develop and implement DevOps pipelines for automated and consistent software delivery release cycles.
• Collaborate with stakeholders to align application development efforts with enterprise standards.
• Work with the Administration team to manage the annual budget and software license renewals.
• Support the development and evaluation of technology-related procurements; negotiate and manage vendor scope, project delivery, and execution.
• Research and manage special technology projects and initiatives as assigned.
• Perform other related duties as required.

Requirements

Candidates must meet the following minimum qualifications for the Computer Systems Manager - 10050 title:

• A master's degree in computer science from an accredited college or university and three (3) years of progressively responsible, full-time IT experience (applications development, systems development, data communications, networking, database administration, data processing, or user services). At least eighteen (18) months must have been in an administrative, managerial, or executive capacity.
• OR a baccalaureate degree from an accredited college or university and four (4) years of progressively responsible IT experience as described above.
• OR a four-year high school diploma or equivalent and six (6) years of progressively responsible IT experience as described above.
• OR a satisfactory combination of education and experience equivalent to the above, with at least three (3) years of IT experience, including eighteen (18) months in an administrative, managerial, executive, or supervisory capacity.

In the absence of a baccalaureate degree, undergraduate credits may substitute for up to two (2) years of the required IT experience (30 semester credits = six months of experience). Graduate credits in computer science may substitute for up to one (1) year of IT experience (30 graduate semester credits = one year). However, credits may not substitute for the eighteen (18) months of administrative, managerial, executive, or supervisory experience.

Preferred Skills

• 3-5 years of experience leading an application support team on complex IT projects.
• Familiarity with New York City mainframe applications (FMS, PMS, Vendex, etc.) to liaise with agencies like FISA and DOF.
• Understanding of the City’s technical environment and experience working with OTI or public IT infrastructure.
• Experience leading major change or transformation efforts.
• Demonstrated experience managing diverse staff and functional areas.
• Outstanding organizational, communication, collaboration, and team-building skills, with the ability to function in a matrix environment.
• Experience in systems development lifecycle and strong understanding of IT systems development, project management, and maintenance practices.
• Initiative and ability to investigate and follow up with stakeholders (e.g., OTI, vendors) to resolve issues.
