Principal Duties & Responsibilities
- Serve as primary POC for contracting personnel in Government, non-Government customers, and other external stakeholders
- Review solicitations, identify requirements, risks, and compliance obligations
- Prepare responses to reps, certs, and other conditions
- Draft, review and execute subcontracts, teaming agreements, NDAs, etc. as applicable
- Maintain accurate contract files in accordance with CPSR and company standards
- Manage contract closeout process, ensuring all deliverables and financial obligations are met
- Archive contract documentation per company policy and regulatory requirements
- Prepare for and participate in Federal contract compliance audits (DCAA, DCMA)
- Support all operating divisions at a detailed level in proposal development, with emphasis on cost and pricing aspects
- Organize and schedule efforts for complex responses, including T&Cs, compliance matrices, risk assessments, etc.
- Perform or direct customer invoicing on monthly or billing-event basis
- Oversee Accounts Receivable function
- Key contributor to revenue and cost recognition decisions for financial reporting
- Participate in regular reviews and analysis of financial results
- Lead and manage a small Contracts staff
- Collaborate closely with divisional operating management and with other corporate management. No Contracts Dept “silo”
- Advise and participate with executive management in resource planning, risk assessments and workforce compliance for all contract requirements
Educational & Experience Requirements
- Minimum Bachelor's degree. Business, Contracts, Finance/Accounting, Law or related
- Minimum 15 years of progressive experience in contracts work with direct Federal contracting exposure
- DOW contracting experience required
- Solid foundation in financial and cost accounting
- Some experience in a commercial products/manufacturing environment a plus
- Candidate must be a US citizen. No exceptions. Must pass a pre-employment background check. A DCSA-issued security clearance, or the ability to obtain one, is desirable but not essential
- Strong working knowledge of FAR, DFARS, SBA rules, and other applicable Federal contracting regulations
- Strong understanding of DCAA and DCMA methods, particularly indirect cost structures
- Certifications (preferred): NCMA CFCM, CCCM, or CPCM; DAWIA
- Ability to understand manufacturing processes, and utilize direct and indirect manufacturing cost data and structures for contract purposes
- Manage as required GFE and CAP Property
- Proficiency with government contractor management ERP systems and project/financial level modules. Deltek Costpoint or similar ERP system experience required
- Willing to work closely with operating management and other corporate functions
- Detail-oriented, with excellent organizational skills
- Ability to work well under deadline pressure
