Director, Health and Human Services (HHS) Information Technology (IT) Identity and Access Management
About the role
The Director of the Health and Human Services (HHS) Information Technology (IT) Identity and Access Management (IAM) Division is selected by and accountable to the Director of the HHS IT System Services Division. This position performs advanced, senior-level managerial work directing enterprise identity, authentication, access management, provisioning, governance, and identity security services for the Texas Health and Human Services enterprise. The Director establishes strategic objectives, policies, standards, procedures, security controls, and technology roadmaps for identity lifecycle management supporting approximately 50,000 employees, contractors, vendors, and business partners. The position ensures IAM services comply with state and federal requirements, cybersecurity standards, audit expectations, and agency policies.
Responsibilities
- Directs IAM division operations, staffing, contracts, budgets, service delivery, and strategic initiatives.
- Provides leadership to ensure secure, reliable, and efficient identity services for agency users, contractors, vendors, and external partners.
- Develops and manages identity governance and provisioning models that deliver secure, scalable, auditable, and efficient access management services.
- Develops and executes strategic and tactical IAM roadmaps supporting identity modernization, workforce identity transformation, and governance maturity.
- Oversees evaluation, implementation, integration, and deployment of identity-related software, cloud services, vendor solutions, and supporting technologies.
- Provides oversight for enterprise initiatives involving IAM online modernization, identity governance enhancements, automated provisioning, role management, privileged access governance, risk-based access controls, MFA, passkey adoption, authentication modernization, and compliance initiatives.
- Advises and collaborates with executive leadership, business units, information security teams, auditors, application owners, vendors, and program stakeholders on IAM services and initiatives.
- Leads IAM staff, contractors, vendors, and stakeholders in a collaborative, accountable, and service-oriented environment.
- Defines service levels, operational metrics, staffing models, funding needs, and resource plans for enterprise IAM services.
- Manages divisional budgets, contracts, procurements, and vendor relationships in accordance with HHSC policies, State of Texas requirements, and DIR guidelines.
- Leads audit coordination efforts and remediation activities related to identity security, access management controls, and regulatory compliance.

Knowledge, Skills and Abilities
- Knowledge of enterprise IAM frameworks, identity lifecycle management, identity governance, access certification, provisioning, role-based access control, and identity security operations.
- Knowledge of SailPoint, authentication and federation services, privileged access management, multi-factor authentication, and Zero Trust architecture.
- Knowledge of identity standards, cybersecurity and compliance requirements, ITIL service management practices, and State of Texas DIR procurement and contracting requirements.
- Skill in communicating complex technical, security, and operational matters to executive, technical, and business audiences.
- Mentoring and leadership skills.
- Demonstrated skill in representing the HHS IT organization with internal and external entities.
- Demonstrated leadership and management skills required for a complex and sophisticated technical workforce.
- Ability to direct and organize information technology activities.
- Ability to develop and execute multi-year technology roadmaps and infrastructure modernization programs.

Requirements
- Graduate or post-graduate degree with major course work in Math, Science, or Computer Science or a related field.
- At least 10 years of experience leading IT teams in lieu of education would be acceptable.
- Demonstrated experience leading enterprise identity, access management, or identity governance functions in a large, complex organization.
Pay
$7,716.66 – $11,214.00 monthly
Schedule
Day shift; up to 10% travel; telework may be available subject to state, agency, and supervisor policies.
