About the role
RTX has an opening for a Director, Global Facilities Management Projects (COE) position. This role is an exciting opportunity for a Global Project Manager to build process and standardization across the globe. The Director will lead the global FM Projects organization, overseeing the strategy, development, and execution of facilities projects across the enterprise.
Responsibilities include developing the short-term and long-term strategic direction for the global FM Projects organization, ensuring standardized, efficient, and high-quality project delivery across 5,000+ annual projects and approximately $1B in annual spend. The role involves establishing the FM Projects Center of Excellence (COE), driving enterprise-wide standardization, and ensuring seamless alignment with the Project Delivery (PD) model to deliver high-quality, efficient, and predictable project outcomes for clients and site-level stakeholders.
Responsibilities
- Strategic Leadership – Long-Term and Short-Term
- Develop and execute the long-term global strategy for Facilities Management Projects, ensuring alignment with organizational goals, business growth, capital planning, and long-range operational needs.
- Establish the short-term strategic priorities required to accelerate transformation, improve delivery effectiveness, and meet annual project execution targets.
- Identify emerging trends, operational risks, capacity gaps, and innovation opportunities to guide strategic adjustments over multi-year horizons.
- Build a long-term capability roadmap for the FM Projects organization, including talent development, technology adoption, process innovation, and scalability.
- Partner with Business Unit finance and capital planning on annual operating plans, budget planning, and performance forecasts that align short-term objectives with long-term strategic direction.
- Operational Leadership & Organizational Management
- Lead the global Facilities Management Projects COE team, and support the network of FM Project resources, including 16 subregional leaders and more than 200 internal and external project managers.
- Oversee delivery of 5,000+ annual projects representing over $1B in spend, ensuring compliance, governance, and alignment with enterprise priorities.
- Strategically right-size and optimize delivery teams and third-party providers; identify gaps and build flexible resourcing models that scale with project volume.
- FM Projects Center of Excellence (COE)
- Build and lead the FM Projects COE to establish best practices, standardized processes, solution frameworks, and enterprise reporting.
- Create a common global language through a data dictionary, project playbooks, defined standard work, and consistent guidelines.
- Transformation, Change Management & Standard Project Delivery Adoption
- Assist in the development of a transformation team focused on change management, communication, and site-level adoption to ensure a consistent project delivery experience.
- Partner with regional leadership on the development of regional Community of Practices, compliant with the standards and north star developed within the COE.
- Drive initiatives that reduce complexity, standardize workflows, improve efficiency, and strengthen global alignment.
- Process, Tools, and Delivery Excellence
- Collaborate with Project Delivery (PD) to establish integrated, seamless end-to-end project delivery.
- Partner with PD on development of estimating tools, cost-history databases, and streamlined estimating processes.
- Implement standardized dashboards, reporting, and performance metrics to enhance governance and enable data-driven decision-making.
- Establish project closeout requirements including punch-list completion, handoffs to operations, as-built documentation, and warranty tracking.
- Develop standard intake processes to streamline front-end process and simplify customer requests.
- Governance, Communication & Stakeholder Alignment
- Provide executive-level reporting and performance insights to senior leaders.
- Ensure global consistency in project delivery methodology, communication, and stakeholder engagement.
- Maintain strong partnerships across operations, real estate, finance, procurement, PD, and regional leadership.
- Travel up to 20-30% domestic and international.
Requirements
- Typically 14+ years’ Project Management Experience Leading and Developing Global Teams.
- Bachelor’s degree in Engineering, Architecture, Construction Management, Facilities Management, Business Administration or a related field or equivalent combination of related work experience and schooling in lieu of degree.
- 14+ years’ experience developing both long-term strategic plans and short-term execution frameworks.
- Experience leading global teams and third-party delivery partners.
- Experience driving transformation, standardization, and operational excellence.
Qualifications

Pay
The salary range for this role is 186,200 USD - 353,800 USD.
Schedule
This is a remote role. Employees who are working in Remote roles will work primarily offsite (from home). If you live within a reasonable commute of an RTX site with other colleagues you interact with, your manager will discuss whether there is a degree of onsite presence associated with this role.
