Minimum Qualifications

• Current license as required by the state board where services will be provided or license eligible, with full licensure required within 100 days of hire:
  • West Virginia: Pharmacist license through the West Virginia State Board of Pharmacy
  • Pennsylvania: Pharmacist license through the Pennsylvania State Board of Pharmacy
  • Maryland: Pharmacist license through the Maryland Board of Pharmacy
  • Ohio: Pharmacist license through the Ohio State Board of Pharmacy
• While awaiting licensure, the employee may not practice pharmacy under West Virginia law and may not be allowed within the licensed pharmacy area without direct and guided supervision of a licensed pharmacist. The employee may not function as a Pharmacist-in-Charge or perform any function of a practicing pharmacist until full licensure is obtained.
• One of the following combinations of experience:
  • Completion of a health-system pharmacy administration residency program and 4 years of administrative experience
  • Completion of a non-health-system pharmacy administration residency program and 5 years of administrative experience
  • Seven years of inpatient and/or health-system pharmacy administrative experience

Preferred Qualifications

• Master of Business Administration, Master of Health Administration, Master of Science in Health-System Pharmacy Administration, or Master in Public Health
• Board certification in a clinical pharmacy specialty
• Foundation knowledge in retail pharmacy and specific knowledge of 340B
• For facilities with specialty accreditation requirements: completion of annual required education related to specialty accreditation as defined by accreditation standards (may be completed through CBLs, trainings, in-services, and competency validation)

About the role

The Director of Adult Clinical Pharmacy Services and Education provides clinical, operational, and academic leadership for adult clinical pharmacy practice at J.W. Ruby Memorial Hospital, an 880-bed Level I trauma center and the academic medical center of the West Virginia University School of Medicine. Reporting to the Assistant Vice President of Pharmacy, the Director is responsible for the design, expansion, staffing, and measured performance of clinical pharmacy services supporting the adult service lines, including the WVU Heart and Vascular Institute, the WVU Rockefeller Neuroscience Institute, the WVU Critical Care and Trauma Institute, and the WVU Medicine Center for Organ Transplantation. Pediatric services at WVU Medicine Children's are outside the scope of this position. The Director also leads the department's education portfolio, including ASHP-accredited PGY1 and PGY2 residency programs, experiential education in partnership with the WVU School of Pharmacy, preceptor development, and continuing education for pharmacy staff. The position works closely with medical staff, nursing leadership, quality, informatics, and finance to advance the clinical practice model, and partners with system pharmacy leadership to align services across WVU Medicine.

Responsibilities

• Clinical service development and expansion
  • Develop and execute a multi-year plan for adult clinical pharmacy coverage at Ruby, informed by unit-level assessment of patient acuity, medication complexity, and current pharmacist deployment
  • Prioritize service expansion based on projected clinical outcomes, drug expenditure at risk, medical staff sponsorship, and workforce availability
  • Prepare business cases for new clinical positions and programs, including pro forma, outcome targets, implementation timeline, and post-implementation evaluation criteria
  • Extend clinical coverage into evening, weekend, and around-the-clock models where the clinical and financial case supports it
  • Design and implement new service models, including pharmacist-led transitions of care, discharge medication programs, and pharmacist consult services such as pharmacokinetic dosing, renal dose adjustment, IV-to-PO conversion, and penicillin allergy evaluation
  • Coordinate service growth with programs carrying accreditation-based pharmacist requirements, including solid organ transplant
  • Partner with system pharmacy leadership so services developed at Ruby can be adapted for other WVU Medicine entities
• Clinical practice model and operations
  • Establish the adult clinical practice model, defining which services are delivered on which units, at what coverage hours, at what pharmacist-to-patient ratios, and how decentralized practice interfaces with central operations
  • Define accountabilities for clinical pharmacy specialists, including rounding participation, documentation standards, consult response, protocol ownership, precepting, and scholarly activity
  • Develop and maintain collaborative practice agreements and pharmacist scope of practice consistent with West Virginia Board of Pharmacy regulations
  • Lead the clinical response to drug shortages, therapeutic conversions, and biosimilar transitions, including prescriber communication and corresponding Epic build
  • Recruit, retain, and develop the clinical pharmacy specialist workforce
  • Partner with pharmacy operations and medication safety on adverse event review, ISMP best practice adoption, and Joint Commission medication management readiness
  • Establish the performance measures for adult clinical pharmacy services, including intervention capture, documented cost avoidance, length-of-stay and readmission contribution, protocol adherence, and antimicrobial days of therapy
  • Report service line performance to pharmacy and hospital leadership on a defined cadence and recommend reallocation of resources from services not meeting targets
  • Build and maintain the reporting infrastructure required to produce defensible outcome data from Epic documentation
  • Partner with pharmacy informatics on Epic build affecting adult medication use, including dosing logic, alerting and alert burden, order sets, best practice advisories, and pharmacist documentation
  • Manage the clinical labor and non-labor budget for the service line, including productivity monitoring, benchmarking, and position justification
  • Support 340B program integrity where clinical services intersect with eligibility, referral capture, and specialty pharmacy
• Residency and student education
  • Provide direct oversight to residency program directors for the adult PGY1 Pharmacy residency and PGY2 programs including critical care, emergency medicine, infectious diseases, internal medicine, cardiology, and ambulatory care
  • Maintain ASHP accreditation for programs under this position's oversight, including program structure, competency areas and objectives, evaluation completion, and survey readiness
  • Oversee residency program administration, including the Residency Advisory Committee, PhORCAS review, interviews, and Match participation
  • Evaluate new clinical positions for their capacity to support additional residency positions or new PGY2 programs
  • Direct preceptor recruitment, qualification, and ongoing development consistent with ASHP preceptor requirements
  • Manage the experiential education relationship with the WVU School of Pharmacy and other affiliated colleges of pharmacy, including IPPE and APPE scheduling, preceptor assignment, and affiliation agreements
• Staff development and scholarship
  • Direct continuing education programming for pharmacists and technicians, including ACPE-accredited activity where applicable
  • Oversee onboarding, competency assessment, specialty training pathways, and support for board certification
  • Sponsor practice-based research and quality improvement activity, including protected time, project mentorship, and support for publication and presentation at national meetings
