About the role

The Development Committee Administrator under the general direction of the Director of Capital Programs, coordinates, manages, and reports on all aspects of the Development Committee activities for the Authority. This includes generating and managing the Bi-weekly Development Committee agenda, preparing fiscal year budget and Development Committees summaries, and facilitating presentations for the Authority and airlines.

Responsibilities

  • Generates and manages the Bi-weekly Development Committee agenda for all active, pending, closed, and new FY capital development projects.
  • Captures follow-up with Project Directors to revise and resubmit new fiscal year PMP documents based on Development Committee feedback, ensuring effective preparation and prioritization of capital projects.
  • Tracks and maintains the status of the Authority’s Program Reserves and Board Authorization dollars and reports out at the Development Committee meetings.
  • Manages the schedule for new fiscal year presentations and discussions on special interest items, coordinating with Project Directors and Department Directors to ensure effective management of capital projects and alignment with the Authority's goals during Development Committee meetings.
  • Coordinates and prepares final documentation for each fiscal year's Project Management Plan submittal, including scope, budget, construction cost worksheets, project schedule, team details, potential impacts, cost-benefit analysis, expectations checklist, and delivery approach.
  • Manages and maintains electronic files for all Development Committee-approved Capital Development Project Management Plan documents, including new fiscal year projects, revisions, updates, and financial closeouts, ensuring accessible retrieval for Project Directors and internal departments.
  • Coordinates and prepares the bi-monthly Capital Improvement Plan Project Status Report requiring interaction with Project Directors on the status of their respective projects, which leads to the posting of the report on the Authority website.
  • Prepares the recommended annual FY capital budget and Capital Improvement Plan Book for presentation to the airlines and the Authority Board for approval and inclusion in the annual Budget.
  • Updates Master Project Management Plan documentation forms annually.
  • Schedules and leads individual and departmental training meetings.
  • Maintains the reporting of Capital Improvement Plan closeout packages completed by internal teams and third-party service providers, ensuring their completeness and accuracy.
  • Updates internal departmental processes.
  • Annually updates the Project Development Program Manual, outlining the procedures and guidelines for planning, budgeting, implementing, and managing capital projects at the Authority’s four airports, in collaboration with Planning and Development and Construction and Procurement to promote innovation and process improvement.

Requirements

No supervisory responsibility.

Qualifications

  • Associate's Degree in Business Management, Business/Public Administration or related field.
  • Four (3) years of experience in finance/accounting working with capital projects, project management, and data analytics.
  • Or an equivalent combination of education, training and experience.
  • A valid Florida Driver License.

$80,381.00 - $92,438.50 Based on Experience
