Description Of Duties/Essential Functions

Open Competitive Grades

  • You should apply for an open competitive grade if you have never worked for the State of Illinois,
    • or you work/have worked for the State of Illinois but have never held certified status,
    • or you are/have been a certified State of Illinois employee and wish to exercise your veteran's preference rights,
    • or you are a certified non-veteran State of Illinois employee and wish to be considered from an open competitive eligible list.

To be considered for open competitive eligibility for the title of Administrative Assistant II - Opt Y5, you must be deemed qualified by Central Management Services (CMS). Applications will be maintained on file until an agency requests that the title be opened for testing OR for a maximum of one year. Once opened, all applications on file will be graded based on the education, training and experience provided within the application. After successfully obtaining a passing grade, your name will be placed on an open competitive eligible list for Administrative Assistant II - Opt Y5 in the two counties you select on your application. An official grade notice will be mailed to you when grading is completed.

Promotional Grades

State of Illinois employees who are currently certified are eligible to receive promotional grades for most titles within state government. At the present time, online applications are not accepted for promotional grading. View the Promotional Grades page for further instructions.

Upward Mobility Program (UMP) Grades

All certified and promotional probationary employees in an AFSCME-represented bargaining unit whose contract so provides and all employees in a non-bargaining unit position classification for which a certificate or a credential is issued by the Upward Mobility Program are eligible for participation. Employees with an Upward Mobility grade must bid on vacancies posted for their work location or for other work locations in their current work county. Complete a Bid Form and submit it to the hiring agency along with a copy of your online or CMS-100 employment application.

Other Methods Of Consideration

  • Certified/previously certified employees eligible for such actions as reinstatements, transfers, voluntary reductions, parallel pay grade movement, etc.
  • Employees in temporary, part-time and student worker positions may be eligible for all, some or none of these benefits.
