Deputy City Clerk II
About the role
Deputy City Clerk II positions supervise subordinate staff in various administrative tasks including:
- Preparing, distributing, scanning and uploading City Council docket and land use hearings items;
- Composing docket items;
- Preparing notices for City Council meetings and public hearings;
- Retrieving, reviewing and disseminating information from City files and records;
- Maintaining computer databases;
- Working closely with other departments and outside applicants on land use projects;
- Maintaining City manuals;
- Generating and posting materials according to the Brown Act;
- Scanning and uploading late-arriving materials related to legislative hearings;
- Conducting research on requests from the public, other City Departments, Mayor and City Council Offices;
- Conducting appropriate, timely distribution of public correspondence;
- Processing Public Records Act and intra-agency research requests and land use appeal items as appropriate;
- Preparing correspondence.
Responsibilities
Deputy City Clerk II positions assigned as Passport Acceptance Agents supervise subordinate staff in:
- Processing passport applications;
- Taking and printing of passport photographs;
- Creating and mailing daily transmittals;
- Providing timely and accurate information to the public regarding federal requirements;
- Oversight of work flow in the Passport Acceptance Facility;
- Maintaining equipment and supplies for passport services;
- Gathering and maintaining records and statistics regarding customers, revenue and expenses;
- Reviewing, composing and preparing informational materials regarding passport services;
- Preparing correspondence;
- Working closely with City, U.S. Department of State and U.S. Citizenship & Immigration Services personnel as appropriate on passport-related matters;
- Tracking progress of goals for the section.
Requirements
Minimum Requirements:
- Three years of full-time clerical experience researching, retrieving and disseminating complex information from manuals, records, files and other source documents;
- Processing passport applications;
- Reviewing and preparing items for inclusion in a regularly published legislative docket;
- Cooking land use or street work public hearing items and legal notices;
- Processing documents for legally mandated filings and proceedings to include municipal elections, lobbyist registrations and campaign disclosures.
Qualifications
Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:
- 3.5% effective 7/1/27
- 2% effective 7/1/28
- 2% effective 1/1/29
Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
Deputy City Clerk II positions assigned as Passport Acceptance Agents must be a U.S. citizen or a U.S. non-citizen national, age 18 or older, free of any federal or state felony conviction, free of any misdemeanor conviction for crimes involving moral turpitude or breach of trust, including but not limited to embezzlement, identity theft, misappropriation, document fraud, drug offense, or dishonesty in carrying out a responsibility involving public trust.
Some Deputy City Clerk II positions assigned as Passport Acceptance Agents MUST pass an annual federal examination.
