About the role

The Dean coordinates, integrates, and supervises student admission and enrollment, registration and records policies and services, financial aid, and special programs (such as Veterans Services, Wellness Center, SparkPoint, and Financial Literacy), and/or other key areas of student services as assigned.

Responsibilities

  • Plan, provide leadership for, organize, and direct the establishment of an organizational culture based on strong team-building and systematic collaboration among student and College services.
  • Collaborate with other College and District administrators to plan and implement policies, procedures, programs, and activities that demonstrate quality, consistent service to students.
  • Collaborate with information technology staff and other staff to promote and expand the use of technology in the delivery of registration and enrollment, financial aid, reporting, and other services and programs.
  • Serve as a technical advisor to review and resolve matters of regulatory interpretation related to the enrollment services and financial aid units.
  • Direct and participate in researching, compiling data for, and preparing special and regular reports, including annual program plans, editing information for the catalog and schedule of classes, and regulatory audits often associated with financial aid and student records.
  • Review petitions seeking waivers, approvals, and determent.
  • Plan and administer department and program budgets, including grant and other externally funded budgets; analyze and recommend changes to staffing levels as needed.
  • Use a computer database and a variety of computer software to set up, access, track, and report on student, departmental, financial, statistical, and other data.
  • Serve as the Title IX Coordinator, Student Conduct Officer, or a lead role with the Behavioral Intervention Team.
  • Coordinate with appropriate departments to ensure students are aware of their options and resources with respect to reporting and filing complaints alleging sexual harassment, sexual assault, sexual misconduct, and relationship violence.
  • As assigned, responsible for collecting the relevant facts related to the reported Title IX incident and, in collaboration with the District Title IX Coordinator, assess whether a further review or investigation is necessary to ensure the safety of impacted students and the community.
  • Write grant proposals, manage Division grants, and prepare required reports.
  • Serve on designated College and District committees.
  • Participate as a member of the College Management Team and in a leadership role with strategic direction of Student Services.
  • Train, direct, supervise, and evaluate the work of all managers, faculty, academic, and classified staff in the department, including day, evening, weekend, and summer services; direct the tenure review process and evaluation processes for all Division faculty and staff.
  • Provide leadership that instills a spirit of innovation and high standards of individual performance.
  • Carry out assigned roles and responsibilities as assigned in the College Emergency Operations Plan.
  • Serve as a Campus Security Authority and mandated reporter.
  • Perform other duties as assigned by the Vice President of Student Services.

Requirements

  • A Master's degree or higher from an accredited institution OR the equivalent.
  • One year of formal training, internship, or leadership experience reasonably related to the administrative assignment.
  • Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty, and staff.

Qualifications

  • Knowledge of employment standards (acquired through education, training, and/or experience).
  • State and federal laws, such as Title IX, VAWA, Equity in Education Act, Title 5/Education Code, California regulatory agencies, as well as policies, programs, regulations, and services related to student recruitment, admissions, enrollment, retention, financial aid, matriculation, and records management.
  • Accreditation requirements, standards, and their implementation.
  • Shared governance consultation and collaboration among college constituency groups and associated campus committees, such as the Institutional Planning Committee, Curriculum Committee, Enrollment Sustainability and Growth Work Group, and Educational Equity Committee.
  • Issues related to gender-based violence and standard practices related to behavioral intervention team management and best practices.
  • Collective bargaining practices.

Skills

  • Budget development, management, maintenance, and reporting related to general funds, grants, and other externally-funded resources; fiscal prudence and accountability.
  • Develop, organize, and coordinate diverse student services programs to achieve college and division goals.
  • Involvement, initiative, and leadership in student services activities.
  • Think creatively, be visionary, and be proactive in making improvements and resolving problems in a collaborative effort to promote student services programs of the highest quality.
  • Elicit and coordinate recommendations from Division faculty and staff, and have the ability to effectively represent the Division and its goals at the College and District levels.
  • Oral and written communication, including public speaking and complex reports.
  • Research, data analysis, and interpretation of complex, multi-layered data to draw conclusions.
  • Train, direct, supervise, and evaluate the work of others.
  • Communicate effectively with students on a variety of issues, including those related to student conduct and discipline.
  • Coordinate the writing, implementation, and reporting of grant applications.
  • Organizational skills, including prioritization and delegation.
  • Successfully experience in grant writing and management.
  • Proficiency in the use of a variety of computer software and databases, technology related to student and other educational services.
  • Establish goal-oriented team building and maintenance of effective collaborative working relationships with others.
  • Build equity-minded language that is respectful and inclusive of people at various levels within organizations who are diverse in their academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds.
  • Experience as a leader in implementing diversity, equity, and social justice actions.
  • Listening skills, and experience as a successful leader who can deliver on desired outcomes; a well-formed leadership philosophy.
