Salary: $4,178.00 - $5,212.00 monthly ($50,136.00 - $62,544.00 annually)

About the role

This is a lead-level DCS Case Manager 3 position within the Family Support Services division of the Drug Endangered Child Team in the Statewide Services Child Investigative & Referral Unit. The role involves professional case management of considerable difficulty and lead work over routine case management tasks for children under the State's supervision, in State custody, or at risk of State custody, and their families.

Qualifications

Education and Experience:

  • Bachelor’s degree from an accredited college or university.
  • Two years of full-time professional work providing child welfare services, including but not limited to:
    • Social, psychological, or correctional counseling or case management.
    • Volunteer services coordination for a children's service program.
    • Juvenile classification coordination.

Necessary Special Qualifications:

  • At least twenty-one (21) years of age on the date of application.
  • U.S. citizenship.
  • Valid driver’s license prior to and during employment.
  • Good moral character, as determined by investigation.
  • No conviction for a felony.
  • Completion of a criminal history disclosure form and agreement to release all criminal history records to the appointing authority.
  • Submission of a fingerprint sample for a TBI criminal history records check.
  • Pass a pre-employment screening test for use of illegal drugs.

Driver Standards:

  • Valid driver’s license.
  • No DUI, reckless driving, or license suspension for moving violations in the past five years.
  • No more than 4 moving violations in the past five years.

Responsibilities

  • Mentor less-experienced case management staff by providing guidance on difficult or multi-faceted cases.
  • Participate in multi-disciplinary teams, including Child Protective Services Investigative Team, Foster Care Review Board, and Community Advisory Board.
  • Determine if abuse or neglect has occurred, identify the abuser, assess risk or harm to the child, and determine the need for a safety plan.
  • Make recommendations regarding permanency and/or termination of parental rights.
  • Monitor adoptive and foster families, recruit foster parents, conduct home visits, and coordinate/observe visitation.
  • Maintain documentation for case files and other required records.
  • Prepare for, participate in, and testify in court proceedings.
  • Conduct interviews with alleged child victims, reporters of abuse/neglect, families, and collateral contacts.
  • Gather required information such as school records, medical/psychological information, and demographic details.
  • Identify supports for children and families, administer client drug screens, and conduct home assessments.
  • Conduct face-to-face visits with children, resource families, providers, kinship homes, and other relevant entities.
  • Work flexible hours, including weekends, holidays, and after hours.
  • Schedule appointments, meetings, and visitations for children on caseload.
  • Transport children to appointments, assist in preparing children for placement, and sit with children awaiting placement.
  • Communicate effectively and timely with families, providers, co-workers, and supervision to build trustful relationships.
  • Convene and identify members for Child and Family Team Meetings, develop action steps and goals collaboratively.
  • Make referrals to service providers, collaborate with law enforcement and multi-disciplinary teams, and train foster/adoptive parents and the community.
