Data & Evaluation Manager

Skills

• Proficient in SQL, Power BI and at least one data visualization tool (Tableau, Power BI, or equivalent)
• Experience managing compliance reporting obligations with external stakeholders
• Experience building data intake systems for a network of external partners
• Familiarity with equity indices like JENI
• Experience producing reports for government or philanthropic funders combining hard outcome data with compelling narrative
• Patience and adaptability in partner-facing work
• Ability to take feedback well and iterate without ego
• Knowledge of Microsoft Windows operating systems and essential programs

Qualifications

• High school diploma or GED
• Minimum 5 years of relevant experience in program development, program evaluation, data analysis, or grant making
• Experience working directly with community-based organizations or service providers to collect, clean, and report program data
• Experience applying equity indices like JENI to make real decisions about where resources go and who gets access to them
• Experience building and maintaining data pipelines connecting CRM, giving platform, and program systems
• Experience applying data governance standards to keep donor, program, and financial data consistent across systems
• Experience developing structured, API-enabled data intake templates for CBOs and Service Provider partners
• Experience tracking equitable distribution of program funds by geographic area, priority population, and organizational size/capacity
• Experience calculating cost-per-outcome and ROI figures for individual programs using standardized methodology
• Experience establishing Service Provider performance and fidelity requirements aligned to standard measures for each funded strategy
• Experience tracking Service Provider progress toward capacity-building goals throughout the contract term
• Experience building and maintaining Tableau/SQL dashboards delivering real-time impact data to stakeholders
• Experience collecting, validating, and submitting data to the County for program dashboards
• Experience producing monthly narrative, data reports, and presentation decks summarizing program activities, performance, and Service Provider compliance/monitoring findings
• Experience piloting AI tools for outcome tracking and reporting
• Experience collecting and reporting aggregate participant data using quantitative and qualitative measures
• Experience confirming Service Providers meet contract reporting requirements, including timely invoices, data submissions, and required participant Release of Information authorizations
• Experience developing and maintaining a Late Reporting and Invoicing Escalation Process
• Experience documenting data definitions, dashboard logic, and reporting workflows
• Experience delivering staff training on dashboards, reporting tools, and data entry standards
