Division/Program Summary: The New York City Department of Health and Mental Hygiene (NYC DOHMH)’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS’s work includes testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.

Housed within BHHS, the Medical Monitoring Project (MMP) is an HIV surveillance system conducted through a cooperative agreement with the Centers for Disease Control and Prevention (CDC). MMP collects data from a representative sample of adults with diagnosed HIV in the United States, including those not receiving care, to inform and guide HIV prevention, care, and treatment efforts.

Schedule

• Tuesday to Thursday: 12:00 PM to 8:00 PM
• Friday & Saturday: 9:00 AM to 5:00 PM

Responsibilities

• Utilize various data sources to obtain contact information for sampled persons and conduct investigations to locate them.
• Engage in outreach efforts to contact and recruit sampled persons to participate in the project.
• Conduct interviews with sampled persons using the standard MMP questionnaire.
• Perform medical record abstraction for sampled persons interviewed for MMP.
• Make appropriate referrals for persons needing linkage to HIV care, partner services, or ancillary services (e.g., housing).
• Timely record all activities in project databases.
• Perform and follow up on data and project quality assurance activities.

Requirements

• A baccalaureate degree from an accredited college, including or supplemented by twelve semester credits in health education, or in health, social, or biological sciences; or
• A baccalaureate degree from an accredited college and six months of full-time satisfactory experience in a health promotion or disease intervention/prevention program, performing tasks such as interviewing, conducting field investigations, assessing health risks, making referrals, or collecting and analyzing epidemiological data; or
• A four-year high school diploma or equivalent, and four years of full-time satisfactory experience as described above; or
• Education and/or experience equivalent to the above. Undergraduate college credit can substitute for experience at a rate of 30 semester credits per year of full-time experience. All candidates must have a four-year high school diploma or equivalent and either twelve semester credits in the specified fields or six months of relevant experience.

To be assigned to Assignment Level II, candidates must have at least one year of experience as a Public Health Adviser, Assignment Level I, or one additional year of experience as described in the second qualification requirement.

Preferred Skills

• Experience with patient interviews, contact tracing/partner notification, medical record review, and community outreach.
• Excellent written and oral communication skills.
• Fluency in English and either Spanish or French/Creole.
• NYS Driver’s License (highly desirable).
• Ability to work alternative hours, including evenings and weekends.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
