This position is located at Child Development Center, Fort Drum, NY. Morale Welfare And Recreation (MWR) Child And Youth Services (CYS).

Responsibilities

  • Serve as a first-level supervisor for assigned staff and assist the Director in supervising day-to-day program operations with minimal supervision.
  • Provide program oversight and accountability for employee performance, child safety, and customer needs.
  • Supervise staff, including assigning work, conducting performance reviews, and approving leave.
  • Establish local performance standards for employees and volunteers using established guidelines and rate performance.
  • Ensure facility compliance with health, fire, safety, USDA, and program regulatory standards.
  • Observe program participants for signs of illness, abuse, neglect, or emotional distress and follow mandated reporting protocols.
  • Assist the Director in ensuring compliance with DoD certification and national accreditation standards, implementing recommendations, and correcting deficiencies.
  • Perform other assigned duties.

Requirements

  • Direct Deposit and Social Security Card required.
  • One-year probationary period may be required.
  • Must satisfactorily complete an employment verification (E-Verify) check.
  • Regular contact with children under 18 requires a favorably adjudicated background check per Section 231 of the Crime Control Act of 1990 and DoD Instruction 1402.05.
  • Subject to immunization requirements, including influenza vaccine, as a condition of employment for working with children and youth.
  • Must pass a pre-employment physical and subsequent physicals, provide evidence of immunization, and be free from communicable disease.
  • Must complete all DoD and Service training requirements, including orientation, initial, and annual ongoing training, and required certifications.
  • Must maintain current CPR, First Aid, and Food Handlers certifications.
  • Must follow verbal and written instructions and communicate effectively orally and in writing.
  • Requires mobility to ensure child safety, including walking, standing, bending, stooping, and sitting on the floor.
  • Must have visual and auditory capabilities to supervise children, comply with sight and sound supervision requirements, and provide immediate responses.
  • Tour of duty may include nights, weekends, and holidays.
  • Majority of work performed in CYS facility (classrooms, activity areas, outdoor areas) with occasional indoor/outdoor field trips.

Qualifications

Resumes must be two pages or less and clearly demonstrate relevant experience, skills, knowledge, and abilities.

  • Education: Bachelor’s degree or advanced degree in one of the following fields:
    • Child development
    • Early childhood education
    • Elementary or secondary education
    • Home economics (early childhood emphasis)
    • Special education
    • Other fields directly related to the position (e.g., behavioral science)
  • OR one of the following combinations of education and experience:
    • Option 1:
      • Education: 24 semester hours in the majors listed above or a related field.
      • Experience: 12 months in group programs with children/youth, including demonstrated knowledge of child/youth development theories and principles, with 6 months in a supervisory position.
      • The McCormick Credential.
    • Option 2:
      • Education: 24 semester hours in the majors listed above or a related field.
      • Experience: 12 months in group programs with children/youth, including demonstrated knowledge of child/youth development theories and principles, with 12 months in a supervisory position.

Proof of education is required at the time of application. Education must be directly related to the position; general education courses do not count.

Additional Information

  • Open to U.S. Citizens, Nationals, or those who owe allegiance to the U.S., and Non-U.S. Nationals who have resided in the U.S. or U.S. territory for three or more continuous years immediately preceding the start of Federal affiliation, currently residing within the local commuting area of Fort Drum.
  • Area of consideration includes candidates residing within a 100-mile radius of Fort Drum, NY, including Military Spouse Preference (MSP) and Involuntarily Separated Military Preference (ISMP) eligible candidates.
  • Permanent Change of Station (PCS) costs are not authorized.
  • Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid.
  • Access to certain federal facilities may require a REAL ID-compliant driver’s license/ID or an Enhanced Driver’s License (EDL) from WA, MI, MN, NY, or VT.
  • Applications remain valid for 90 days and may be referred to hiring officials for new vacancies during this period.
  • Management may assign staff to locations as mission requires, and referrals will be based on preferences indicated in the application.
  • Refusal to participate in recruitment procedures (e.g., interviews) may result in termination of Spouse Employment Preference (SEP) entitlement.
