About the role

Serves as a first-level supervisor for assigned staff and assists the Director in the day-to-day operation of the program/activity. The incumbent reports and works directly with the Director with minimum supervision.

Responsibilities

• Assists with providing program oversight and accountability for the performance of employees, the safety of children, and customer needs.
• Supervises staff to include assigning work, conducting performance reviews, and approving leave.
• Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance.
• Ensures facility complies with health, fire, safety, USDA, and program regulatory guidance and standards.
• Observes program participants and identifies signs of illness, abuse or neglect, emotional distress, and follows mandated reporting protocols.
• In conjunction with the Director ensures compliance with standards, criteria, and laws to obtain and retain DoD certification and national accreditation. Assists with taking action to implement recommendations or correct deficiencies.
• Majority of the work is performed in the CYS facility, including classroom settings, activity areas, and outdoor areas, with occasional indoor and outdoor field trips.
• Travel to on and off post locations required.

Requirements

• Direct Deposit and Social Security Card is required.
• A one-year probationary period may be required.
• Satisfactorily complete an employment verification (E-Verify) check.
• This position has been identified as having regular contact with children under the age of 18. Favorably adjudicated background checks are required in accordance with Section 231 of the Crime Control Act of 1990 and DoD Instruction 1402.05.
• Position is subject to immunization requirements as a condition of employment for working with children and youth. Must obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), including the influenza vaccine.
• Must pass a pre-employment physical and subsequent physicals, provide evidence of immunization, and be free from communicable disease.
• Must complete all DoD and Service training requirements within the specified time, including orientation, initial, and annual ongoing training requirements, and any required certifications.
• Must maintain current CPR, First Aid, and Food Handlers certifications.
• Must be able to follow verbal and written instructions and communicate effectively orally and in writing.
• The incumbent must have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor.
• The incumbent must have the visual and auditory capabilities to supervise children and youth, comply with sight and sound supervision requirements, and provide immediate responses when applicable.
• Tour of duty may include nights, weekends, and holidays.

Education

Bachelor's degree or advanced degree in one of the following fields:

• Child development
• Early childhood education
• Elementary or secondary education
• Home economics (early childhood emphasis)
• Elementary education
• Special education
• Other fields appropriate to the position such as directly related behavioral science

For positions in:

• Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position such as directly related behavioral science.
• Youth Facilities: The education must have been in youth development, youth administration, secondary education, home economics, physical education, elementary education, special education, or other fields appropriate to the position such as directly related behavioral science.
• School-Age Facilities: The education must have been in any of the fields above.

Experience

One of the following combinations of education and experience:

Option 1

• Education: 24 semester hours in the majors stated above or a related field.
• Experience: 12 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principles of child growth/youth development, of which 6 months must be in a supervisory position. The McCormick Credential.

Option 2

• Education: 24 semester hours in the majors stated above or a related field.
• Experience: At least 12 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principles of child growth/youth development, of which 12 months must be in a supervisory position.

Highly Preferred Qualifications

Candidates who possess the following qualifications will be considered "Highly Preferred":

• At least 1 year of experience in one of the following Dept of War Child & Youth Services (CYS) positions: Supervisory Program Specialist, Assistant Facility Director, Facility Director, or Training Specialist.

Education Proof

• Proof of education is required at the time of application.
• Education must be directly related to the position to be filled. General education courses do not count toward the credit total.
• Transcripts must be in English, legible, and reflect the name of the school as well as the name of the applicant.
• Foreign Education: If using education completed in foreign colleges or universities, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
