County Fiscal Officer 3 (Local Government) - Wayne County Area Agency on Aging

About the role

This position leads fiscal operations for several human service agencies and guides staff in managing budgets, reports, and financial reviews. Work involves supporting the county by keeping financial work accurate, organized, and in line with all rules and requirements.

Responsibilities

• Agency Oversight: Manage fiscal functions across multiple human service programs with accuracy and care
• Staff Supervision: Lead fiscal officers by assigning tasks, reviewing work, and supporting staff performance
• Financial Reporting: Prepare statements, reconcile accounts, and follow all state and federal reporting standards
• Budget Management: Oversee the creation and monitoring of budgets to meet program and grant rules
• Audit Compliance: Conduct audits and maintain cost allocation processes that follow federal requirements
• Process Improvement: Develop and update systems and procedures that strengthen fiscal operations

Qualifications

• Minimum Experience and Training Requirements: One year as a County Fiscal Officer 2; or Five years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or Three years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
• Other Requirements: Must meet the PA residency requirement.
• Legal Requirements: Must pass a background investigation. A conditional offer of employment will require a drug screening. This position falls under the provisions of the Child Protective Services Law. A conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
