Join our fiscal team as a County Fiscal Officer 1 for the Human Services Agency (HSA) in Honesdale, Wayne County, PA. Responsibilities
- Grant Processes: Complete fiscal maintenance and reconciliation of housing-related grants; prepare and submit invoices and fiscal reports; calculate required grant match.
- Fiscal Tracking: Ensure accurate recording and allocation of revenues and expenditures; review invoices and monitor provider expenditures to ensure adherence to contract limits.
- Account Maintenance: Prepare and post general ledger entries; reconcile accounts; maintain accounts receivable and revenue records.
- Operations Assistance: Participate in budget monitoring and financial reporting, cost allocation processes, and audit preparation.
- Program Support: Provide fiscal support to the Aging program through preparation of required reports and interpretation of financial data.
- Staff Supervision: Oversee one Fiscal Technician, including assigning work, approving leave, and completing performance evaluations.
- Compliance Oversight: Ensure all work is completed in accordance with policies, procedures, regulations, accounting standards, and reporting requirements.
Requirements
- Two years as a Fiscal Technician and six college credits in accounting; or
- Five years of bookkeeping experience and six college credits in accounting; or
- Three years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
- One year of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
- An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.
Other Requirements
- Must meet the PA residency requirement.
- Must be able to perform essential job functions.
- Must pass a background investigation.
- A conditional offer of employment will require a drug screening.
- This position falls under the provisions of the Child Protective Services Law; a conditional offer of employment will require submission and approval of satisfactory criminal history reports including PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
Schedule
Full-time employment. Work hours are 8:00 AM to 4:30 PM, Monday – Friday, with a 60-minute lunch. This position may include irregular hours including evenings, weekends, or holidays. Overnight travel or out-of-county travel for meetings or training may be required. Telework is not an option in this position.
Pay
$2,000 sign-on bonus. Salary details will be provided via email; in some cases, the starting salary may be non-negotiable.
