About the role

The Associate Warden of Administration (AWA) plays a critical role in developing policies, providing essential services, and improving the well-being and quality of life for all Minnesotans. This position is responsible for the development of objectives and strategies that will attain department and facility goals in the most cost-effective, safe, and productive manner possible. The AWA manages the administrative division that provides support services to the entire high-security facility.

Responsibilities

  • Directs the administrative division, overseeing physical plant maintenance, food service operations, health and safety activities, incarcerated person (IP) discipline, records management, mailroom, warehouse, inventory management, canteen, and IP property.
  • Serves as fiscal advisor to the Warden, leading the preparation and monitoring of budget, spending plans, and cost-effective resource allocations.
  • Acts as a core member of the Warden's Executive Team, formulating facility goals and assuming leadership authority of the institution during the Warden's absence.
  • Serves as the facility Public Information Officer (PIO) and media liaison, coordinating facility litigation and claims.
  • Acts as the designated Americans with Disabilities Act (ADA) Coordinator for incarcerated individuals.

Requirements

  • Three (3) years of experience in corrections, finance, business administration, human resources, public administration, or a related profession sufficient to direct the delivery of diverse activities such as physical plant operations, finance, safety, or food services.
    • A Master’s degree may substitute for eighteen (18) months of experience.
    • A Bachelor’s degree may substitute for one (1) year of experience.
    • An Associate’s degree may substitute for six (6) months of experience.
  • Demonstrated leadership experience, which may include any of the following:
    • Experience as a supervisor, team lead, lead worker, or project lead (a project lead provides leadership, guidance, and advanced specialized technical expertise for a team in a project environment).
    • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI).
    • Completion of a similar or equivalent leadership development program through another organization.
    • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG), including:
      • Strong leadership skills, including the ability to manage, guide, and communicate with staff and partners at all levels.
      • Demonstrated ability to effectively work in a team environment by incorporating multi-disciplined interests into decisions and actions.
      • Leading teams to meet the organization's expectations for productivity, quality, or goal accomplishment.
      • Ability to plan, organize, and direct technical and administrative activities of staff and partners.

Qualifications

  • Knowledge of fiscal management principles and procedures sufficient to oversee budget preparation, annual spending plans, and monitor capital improvements and disbursements.
  • Knowledge of human resources principles, procedures, and systems sufficient to manage and maintain a harmonious labor relations environment in accordance with collective bargaining contracts/plans and affirmative action/equal opportunity policies.
  • Organizational skills sufficient to independently and effectively balance a broad variety of tasks and responsibilities within diverse administrative functional areas.
  • Written and oral communication skills sufficient to relay sensitive information to staff, the public, law enforcement agencies, the media, attorneys, offenders, and other state agencies, and to elicit cooperation from staff and offenders to resolve difficult and potentially dangerous situations affecting safety and security.
  • Human relations and conflict resolution skills sufficient to effectively solve problems in a manner focused on mutual respect, contributing to a healthy work environment, and sensitive to organizational structures, cultures, and the needs of groups and individuals; and to elicit cooperation from staff and incarcerated persons to resolve difficult and potentially dangerous situations.

Preferred Qualifications

  • Supervisory experience within a correctional/secured facility.
  • Experience in developing and administering budgets.
  • Experience setting strategy, aligning resources, integrating an equity lens, and delivering measurable results.
  • Experience demonstrating integrity, accountability, and professionalism while leading people, projects, or organizational initiatives.
  • Experience adapting communication and leadership approaches to meet the needs of diverse individuals, teams, and situations.

Physical Requirements

The selected finalist is required to review and sign a Physical Demands Analysis (PDA) for this position and may be required to complete a tuberculosis screening.

Additional Requirements

  • The selection process may include screening the top candidate(s) on criminal history, predatory offender registration, offender associations, and/or other applicable background information in accordance with Department of Corrections’ policy.
  • Top candidate(s) must pass a criminal history check, including successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
  • Employment history/reference checks, including incidents of sexual harassment, will be conducted on the top candidate(s).
  • New employees will be fingerprinted within the first 30 days of employment.
  • The Minnesota Department of Corrections does not sponsor applicants for work visas, including F-1 STEM OPT extensions. All applicants must be legally authorized to work in the United States.

Pay

$44.80 - $64.46 / hourly; $93,542 - $134,592 / annually
