About the role

This is a Direct Hire Authority (DHA) solicitation using the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service. Position is established to provide two major functions: (1) to serve as a senior District specialist in all types of civil engineering and to perform other technical and/or project manager responsibilities to accomplish duties assigned at the home District, and 2) to serve as a Technical Lead within Design Branch, providing technical and administrative management of both in-house and Architect-Engineer (A-E) contractor designed projects or studies.

Responsibilities

• Serve as a senior District specialist in all types of civil engineering and perform other technical and/or project manager responsibilities to accomplish duties assigned at the home District.
• Provide technical and administrative management of both in-house and Architect-Engineer (A-E) contractor designed projects or studies.
• Lead teams of Engineering Division (ED) technical personnel and/or manage A-E contracts to design projects for Operations, Civil Works, and other customers.
• Apply a broad range of engineering disciplines including architecture and civil/mechanical/electrical/civil engineering, as well as administrative/management functions such as funds control, budget requests, contract analysis, contract negotiation, contract administration, and project scheduling.

Requirements

Minimum Education Requirement: All Professional Engineering Positions, 08XX Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -or- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Minimum Experience Requirement: In addition to the education requirements above, you must also meet the experience requirements listed below: One year of specialized experience performing professional civil engineering work that involved leading the design, technical analysis, and planning of complex infrastructure, site development, or facility construction projects; developing comprehensive technical requirements, including scopes of work, cost estimates, and project schedules for internal or contracted professional services; conducting detailed technical reviews of engineering plans and specifications to ensure accuracy, safety, and compliance with established industry standards; and coordinating with multidisciplinary teams and stakeholders to resolve technical challenges and ensure project completion within established budget and resource constraints.
