About the role
Lead Design Engineer, works directly with project engineers and project managers to provide technical engineering support for various civil projects. Coordinates preparation of plans and specifications with other sections, responds to Biddability, Constructibility and Operability review comments, and answers ITR review comments related to work of General Engineering Section.
Responsibilities
- Performs difficult and responsible engineering studies and design relating to such projects as navigation channels (including channel alignment, new work and maintenance dredging requirements and dredged material placement plans), flood control channels, levees, navigation locks and floodgates, roads and highways, ramps, and parking areas.
- Designs and study drawings required are in sufficient detail to determine principal design features and estimated costs for the projects for inclusion in engineering reports, design memoranda and for use in negotiations with owners.
- Affixes to Chief of Section with relocation and alteration projects. Relocations and alteration work involves highways, railroads, pipelines, communication and power lines and other public utilities; gas, water, and electricity.
- Participates in studies to determine the most feasible, economical and environmentally acceptable plans to provide equal facilities, and in the determination of costs to be borne by private and/or Government interests.
- Reviews all plans submitted by owners for technical adequacy, accuracy, conformance with agreements, and for compatibility with designs developed by the Government.
- Discusses deficiencies with supervisor and/or owners and makes recommendations as to the resolution of the deficiencies.
Requirements
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
For GS-11: Coordinates with others in completing design reviews relating to structural aspects of relocation and alteration of work involving highways, rail roads, pipelines, communication and power lines, and other public utilities. Assists in creating scopes of work and modifications to scopes of work for AE design plans and specifications and reviewing structural portions of work submitted.
For GS-12: Conducting engineering studies/design related to civil engineer projects such as navigation channels, roads and highways, ramps, navigation locks and floodgates etc., AND Reviewing and processing addenda and modifications to contracts, plans and specifications, to ensure compliance with guidance and identify deficiencies, AND Preparing designs and study drawings in sufficient detail to determine principal design features and estimated costs for the projects for inclusion in engineering reports, design memoranda and for use in negotiations.
