About the role

Serve as a Lead Engineer responsible for planning, managing, organizing and conducting inspections of dams, levees, and other flood risk reduction structures, including overseeing schedules and budgets.

Responsibilities

  • Prepare and direct the creation of detailed inspection reports, surveillance & monitoring plans, risk communication plans, interim risk reduction measures plans, and other technical documents.
  • Responsible for the overall technical quality of dam and levee safety products.
  • Act as the technical lead for multi-disciplinary teams conducting dam and levee safety studies and risk assessments, participate in potential failure modes analyses, and facilitate levee risk screenings.
  • Support emergency preparedness and response by developing emergency action plans, serving special dam inspection teams, and conduct emergency exercises.
  • Carefully coordinate with Section Chief, Dam and Levee Safety Program Managers, federal, state, and local stakeholders on dam and levee safety matters.
  • Prepare scopes of work to modify or repair deficiencies in dams, levees and other flood risk reduction structures.
  • Procure and manage Architect-Engineer (A-E) contracts for necessary inspections, repairs and alterations.
  • Conduct field inspections during construction to ensure compliance with design criteria.

Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Qualifications

  • Minimum Education Requirement: Degree in Engineering or combination of education and experience.
  • Minimum Experience Requirement: One year of specialized experience equivalent to the GS-11 level in Federal service.

Benefits

Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

Pay

Ordinary pay grades range from GS-11 to GS-14. The actual pay grade offered will depend on the candidate’s qualifications and experience.
